Blub Treasurer Leslie Bcott said a court decision would be necessary before he would touch the fund. Ha told the Multnomah County Young Republican club last night that the decision was needed as a lepal basis for writing warrants apalnst the money. HI statement followed the opin ion by Attorney General George Neuner that the surplus could be transferred o the state'! general fund, which has a deficit of ap proximately $7,000,000. Scott said this deficit ss a "bookkeeping deficit ... new ex ample of the old shell game." He charged that the deficit was maintained in an attempt to get voters to pass a sales tax last fall.
