Harry Bridges, president of the -union, called for such action at a stop work meeting yesterday. "It's going to get tougher before it gets better," he declared, but did not elaborate. The proposal was approved by local 10. the biggest unit of the union. Some 5000 members of the San Francisco area attended. Bridges also proposed a strike If necessary to preserve the union hiring hall. The current contract with West Coast employers expires June IS. The local approved. The Waterfront Employers asso ciation (WEA) wants to modify the extent of union control over the hiring hall. However, association President Frank P. Foisie said the employers don't want to end the hiring hall system. The local decided to seek a 30 hour week with nj decrease in pay and to work toward unity among CIO maritime unions. The stop work meeting was held one day after the WEA asked the union to discuss contract revisions "to conform with the Taft-Hartley act." "War. in such case, would be close to us." Eisenhower declared. Looking down the purely military road, he predicted: Lightning Blows "Because major nations, in the future, will be armed with weapons of terrifying destructive power, a series of lightning blows might con ceivably end a future war at its outset. "In such case, Uie resulting peace would not be cursed with social chaos produced by widespread de vastation of the enemy's land and internal facilities for living. "A corollary to this is the nerd for a system of major and altrrnate or secondary bases around which ran be. organised, first our own de fense against air attack, and next our retaliatory counter-offensive. Eisenhower said that on any fu ture day of emergency and mobilisa tion this country would need a ground army of 1.300.000 men. But to maintain a regular army of this sue would be "prohibitively ex pensive," he said. Thus the "only feasible solution is to build the national guard and organised re serves" to required strength. "They will be needed at these strengths not a year or two years after a war starts, but on the first day of hostilities." Eisenhower said. A day before Eisenhower's report w . released. Secretary of Defense Forrestal announced creation of a civilian defense study unit. Its job will be to suggest plans for protecting the people, cities and industrial plants of the country against the destruction from atomic bombs and germ warfare. Eisenhower, in pleading for ade quate defense planning, asserted: Scarcely any form of attack can be written off as obsolete or so fan tastic in conception as to remain forever impossible."
