Weyer haouser Jr., president of the Weyer haeuser Timber company, announced today that his company will con struct a tulphnto plant at Spring field, Ore., as part of the timber firm 130.000.000 general construc tion program. Weyerhaeuser said It wo difficult to set a monetary value on the con struction at Hprlnglleld. but lumber officials reported Mich projects arc "very expensive and run Into the millions ot dollars ." The output of the new plant, which will be Integrated with the lumber mill being constructed on the same site the sulphate works will oc cupy, will be used In container board manufacture, the announcement said. "The unbleached sulphate contain er board mill offered the most suit table means of utilizing waste that develops Incidental to lumbering and sawmill operations." Weyerhaeuser said. U.S. Protests Oil Seizure WASHINGTON, Aug. 7 Ml The stale department announced today that the United State had Joined In a strong British protest to the Rus sians against the seizure of the Lobau oil refinery near Vienna. Ownership of the refinery has been claimed by the Americans and Brit ish as being vested Jointly In the American Vacuum oil and British Shell oil companies. The Russians seized the property lust Saturday while a four-power Austrian treaty commission wus looking into questions of German as sets dd their susceptibility to seizure by the Soviets. The German assets issue Is a critical one between the western powers and Russia in the problem of trying to arrive at an Austrian settlement. Britain Puts Tax On Movies LONDON, Aug. 7 UP) Britain im posed a 75 per cent tax tonight on the estimated earning of all motion pictures Imported Into the country. Prime Minister Attlee aald yester day only 25 per cent of the films' earnings would be remitted abroad. The treasury disclosed tonight that the other 75 per cent would be taken as duty rather than Impounded In sterling accounts, as some companies had expected. The heaviest payers will be Ameri can producers, who took approxi mately $68,000,000 out of Britain last year. The treasury announced the duty would be collected as a "300 per cent ad valorem" payment, but details of the tax showed thla wouid amount to 75 per cent of the pictures' net earnings. The new tax applies on all motion picture Imports, beginning today. The term "high seas" refers to all oceans outside of territorial water.
