Wv Part of a I2S.000.000 tag end lot of lend-lease goods originally destined for Russia may wind up In Greece and Turkey under the American aid program designed to ease Soviet pressures on those countries. The rest is likely to be dumped on the surplus property market where concelvsbly, Russia could buy it again at cut-rate prices. This situation came to light today as officials disclosed privately that congressional action in blocking the shipments is causing an epi demie of headaches in both the state and treasury departments. The state department pleaded with the lawmakers to let the deal an through lest this government lay Itself open to charges of "flagrant discrimination" and "welshing" on I its contract with the Russians. Truman To Visit Brazil WASHINGTON. Aug. 6 iV-President Truman today accepted an In vitation to visit Brasil in late August or September. The Whit House announced Mr. . Truman will fly to Rio de Janeiro for a three day visit and return to the United States aboard the Battleship U. S. a Missouri. ' Press Secretary Charles G. Ross would not comment when asked whether Mr. Truman will address the Ultra-American security confer ence which opens In Rio August IS. The trip long has Been in con templation. Some months ago Brazilian Ambassador Martins told reporters after a White House call that he expected Mr. Truman to visit bis country. The forthcoming trip will be Mr. Truman's fifth outside the United States. He went to Potsdam in 1945 for his first and only "Big Three" conference. Subsequently he spent a vacation In Bermuda. He flew to Mexico last March for a three day visit as the guest of President Miguel Aleman and fol lowed this up with a "good will" visit to Ottawa. Because of strikes and other de laying factors, however, some 834. 000.000 worth remained in this coun try when the deadline felt Thereupon the comptroller general ruled that unless congress decreed otherwise no more appropriated moneys could be used to pay the operating expenses of the program. Hence the goods began piling 'up in warehouses across the country. Contesting the ruling, the Mori bund lend '.ease administration asked the 11 nations involved to put up $373,211 in operating funds. Rus sia contributed $735,000 of this amount. Simultaneously the agency ap pealed to congress for the specific approval the comptroller general demanded. This came for all countries save Russia Just before the lawmakers recessed for the year late last month. Australia, Belgium, Guatemala. China. Prance, Saudi Arabia, Brazil, Peru, the United Kingdom and The Netherlands were named specifically in a clause appropriating $500,000 Ipr lend-lease liquidation expenses. But Russia was pointedly omitted.
