Navy Says Atom Ships Still Unsafe WASHINGTON. May 8 WV-Ten mnntlis after the Bikini atom bomb tenia, the target ships still are "uiv lute for permanent occupancy." The navy so reported today In an noiuiclnK that most of the big ves sels which survived the twin blasts last year will be towed without crewa to Hawaii and th West coast this summer for study. Officials emphasised, however, that the heavy radioactive comanv Inatlon will not endanger the popU' lotions of eltlier Pearl Harbor, San Francisco, or Bremerton, Wash., where the studies will be carried on. They are part of the navy'a In tensive research program which al- ready has resulted In drastic changes in snip design theories. A battleship, a cruiser, two sub' marines and two transports already have made the long voyage from KwaJaleln In the Central Pacific, where the target ships have been ancnorcd since last lau. The announcement said the de contamination study Is one of the navy's most Important projects In preparing against atomic warfare. The hcaw cruiser Salt Lake City and the destroyer Hughes will go to Bremerton. The heavy cruiser Pen an cola recently arrived at the naval shipyard there. State Penal System Gets Lambasting From Speaker Oregon's penal and correction sys tem was lambasted In vigorous terms In a talk before the Klwanls club here yesterday by Mrs. Claire A. Argow, executive secretary of the Oregon Prison association. She charged that Oregon's system Is not correctional in any real sense of the term, but It's making con flrrffed criminals out of youths and men who could be saved through a proper program. The blast of criticism fired by Mrs. Araow beffan at the count v Jail level and Included the Wood burn training school and the state prison. She urged citizens to support a movement for new and Improved prison facilities, more probation, and an adequate child welfare program. She said the movement for nrlann reform was aet back by failure of several Important bills in the last legislature, and proposed that pres sure be brought on legislators before the next esslon to prevent a re currence of that failure. Klamath s county Jail, she re minded her listeners, didn't fare very well In the ratings by the Na tional Prison association recently announced. She said there Is need for a full-time matron (or women prisoners In the county Jails, and um enoru anouia oe maae throughout the penal system to pro vide prisoners with opportunity for dally work. 8he described the effect of soli tary confinement on youths In the training school at Woodburiu, and asserted there Is need for more wholesome recreation for the boys there. "I don't see how we can ex pect youngsters to go through ado lescence without baseball," she com mented. Mrs, Argow also told of the "hole," which Is the synonym for solitary confinement at the stale prison. She described Insanitary conditions at the prison, and of restrictions there that she said tend to make men into animals instead of humans. Need for a technical and spiritual consultation service for prisoners and a training school for Inmates was discussed by Mrs. mow.
