1 SI Per Day ; Steel Pay I Hike Okayed PITTSBURGH, April 31 WJ Agreement on wags Increases of 11 day (or 140,000 U. 8. Steel Corp. workers today cheered the entire Industry with the prospect of a year of strike-free production. . The pay hikes agreed upon yrs V terday by Philip Murray, president -f the CIO and the United Sleel , workers, and J. A. Stephens. "Bit Sterl" vice president won ejulok approval of fire major producing subsidiaries and are expected to set the wage boost pattern for other steel companies as well as other industries. The agreement comes before the Union's no-man wage and policy committee today for final approval. The union said signature of the pact could be exiwcted tomorrow, "Great Victory" ' Accord on a new contract was hailed by some executive -board members as "a great victory.". President Benjamin P. Falrless of the steel corporation Issued a state ment in which he said he hoped the cost of the Increases could be taken care of in the present price structure. He asked employes' co operation in absorbing the costs by improving efficiency. U. S. Steel put the direct cost of the wage Increases at $76,000,000, in cluding pay boosts for fabricating companies expected to sign similar pacts. The steelworkers' announce ment estimated the cost at more than $43,000,000 but explained that figure applied only to the five sub sidiaries Involved In the present agreement. The first public health office In Klamath county was established in the old chamber of commerce rooms, located (n 1921 In the basement of the Early hotel building. Mrs. Lydla F. Howard (then Lydla Frirke) is shown here beside the old roll-top Public Health Nursing Marks 70th Anniversary By LYDIA FRICKE HOWARD This week, April 20 to 26, marks the 70th anniversary of pub lic health ' nursing in the United States and 26 years In Klamath county. - Lydla Fricke Howard, R. N., graduate of Lutheran hospital, St Louis, received her public health training with the school of social economy in St Louis, pioneered pub lic health nursing in Klamath coun ty, beginning her service on Jan uary 20, 1021. Mrs. Howard served with the Army Nursing Service and with the AEF overseas during World War I. She also did public health nursing with the St.. Joseph Lead company at Bonne Terre, Ma, be fore coming to Oregon. The Oregon Tuberculosis associ ation at that time was maintain ing the bureau of Dublio health nursing, and had as its ma lor project, the placing or public health nurses In the counties of Oregon for a demonstration of several months. The chamber of commerce, the Red Cross, and the American Le gion, were the sponsoring agencies m procuring puouc neaiur nursing service for Klamath county. The nurse's office was a small space In the chamber of commerce rooms then located in the basement of the now Earley hotel. The steno- grapner ana oince clerk at the chamber of commerce took tele phone calls and messages for the nurse. A roll-top desk was loaned by the late Captain O. C. Apple gate. This desk was shared with the part-time Red Cross secretary. The Red Cross proMded ' transportation for the nurse, which was a real pioneer Job; but it was also an em pire awakening. She demonstrated public health nursing in communi cable disease control and Immuni sations for prevention, tuberculosis follow-up on cases reported as con tacts, assisting with applications tor those needing hospitalisation, in spection of school children, prena tal, infant and maternal Instruction care, teaching of home hygiene courses, investigations of county Indigents, making reports and rec ommendations to the county court for assisting the needy, and many other problems were handed to the nurse. In 1924 the office was moved to room 12 of the courthouse. The staff consisted of a full-time health officer and two publlo health nurses. Two serious epidemics occurred in Klamath county, one of menin gitis In 1925. and the other of polio myelitis In 1928 and 1934. The value ! of publlo health .nursing to the I community was now definitely es tablished; and her part in assisting In the control of these epidemics is well-known. In 1936 the health department : was moved to 6th and Pine streets. ' At that time a city school nurse was added to the health department staff. In 1938 the nursing staff In creased to five public health nurses, with a supervising nurse. In 1944 the department was moved to the , present location. 1949 Main.
