Senate Seeks Votes To Override Snell's Veto Of Camp White Hospital SALEM, April 2 (P The learch for votes to override Gov rnor Earl Snell's veto of the ;mp White acquisition bill gcn In the senate today with he outcome in doubt. The bill, which would order he board of control to acquire Samp White hospital for use as I state hospital, was vetoed by .he governor late yesterday on (rounds that the board has no institutional authority to ac quire the $8,000,000 plant, and ecause the governor thinks the itate would be better off by pending its money on existing institutions. To override the veto in the irnate, 20 votes would be needed. There were only 18 votes for the Dill when the senate passed it last Friday. If the senate overrides, the house Is expected to follow suit The bill passed the house Mon day 48 to 10, or six votes more than the two-thirds margin re quired. The senate lax committee's re quest to increase state Income taxes for persons with larger in comes was rejected today by the house tax committee. The community property bill, passed by the house yesterday and sent to the governor, has for its purpose the saving of $14. 000.000 a year in federal taxes paid by more wealthy Oregon residents. But it also will cost the state more than $1,000,000 a year in state income taxes. With the state deficit growing even larger, the senate tax group wanted the state income tax rates increased in higher brackets to offset this 31,000,000 loss to the state. The fate of the state postwar readjustment and development commission and the Willamette basin commission was in doubt today after the senate refused to approve appropriations for those two agencies as long as the ap propriations were contained with other appropriation items. So the senate asked its ways and means committee to bring in separate appropriation bills for these two agencies so the senate can de cide whether to kill them off. A senate-house conference com mittee agreed that the law set ting up rural school districts should become effective January 1. 1948. the date fixed by the senate. The house had wanted it to become effective a year later. The law was passed by the people last November: The house defeated a senate bill to make candidates for county assessors take examina tions given by the state tax com mission, but a move to recon sider was expected today. The house passed senate meas ures calling for an interim com mittee to investigate care and education of the blind, and to charge the name of the attorney general's office to state depart ment of justice, with authority I nw attorneys for all stale activ ities. The house scut to the governor two bills to make traffic laws apply to driving on ocean beaches, and to prohibit taking of sand or gravel from the beaches without permission from tile state highway commission. The house killed a senate meas ure to appoint an interim com mittee to investigate doctors, osteopaths, chiropractors and other persons who practice the healing arts. The senate adopted two house resolutions for interim commit tees to Investigate Columbia river fisheries and the sources of the state's meat supply. Uncle Sam can be particular about the young men he chooses for his fighting fleet because more and more healthy young men are seeing the advantages of being a bluejacket. Reds Invade U.S. Fishing WASHINGTON, April 2 A'l Senator Magnuson (D Wash.) complained to the state depart ment today that Russians using 16 ships which the United States gave tile Soviet Union during the war havo "Invaded" north Paci fic fishing waters customarily fished by Americans. Furthermore, Magnuson said In a letter to Secretary Mar shall, he is informed the Rus sians Intend to sell the fish in American markets. "Our humanltarlanism In help ing them during the war," Mag nuson said, "is proving a double edged economic sword." Mngnuson declared the fish industry of this country has little tariff protection i nd that Iceland and Scandinavian countries al ready are "flooding the market" with foreign fish.
