Demo Big Artillery Shows Mettle In First Party Line Battle In Congress Br JACK BELL WASHINGTON, Jan. 23 OP) Senate democrats who came within two votes of upsetting republican plans in the 80th congress' first test posted no tice today that they will have their big artillery ready for future GOP proposals. Senator Lucas of Illinois, the minority whip, said yesterday's 47 to 45 vote by which the re publicans beat off an attempt to scuttle the Brewster war in vestigating committee is merely a sample of a new sort of demo cratic unuy.
