The iiinn Judge hears cases of di vorce, adult! charged with con tributing to the delinquency of minor nnd other domestic mat ters which many limes are nurt nf the same case for which the minor haa been charged with delinquency or dependency. The Judge of a circuit court la re mitred to lie a lawyer. Thirty Oregon counties have Juvenile court Jurisdiction vented with the county court which does not have Jurisdiction over other do mestic matters. It la not neces sary for the Judge of the coun ty court to be a lawyer. Klamath county Is one nf 10 Oregon counties which employs a full-time Juvenile officer. One county employes a part. time Juvenile officer and tne other 24 counties nave no probation staff. The Klamath county Juvenile court staff consists of: Judge David It. Vandenberg. As Judge nf the circuit court, he Is Judge or the Juvenile court, lie Is clccl ed every six years on a non-pur tlsan ballot: Juvenile Officer (ierald Murray, on leave to U 8. army since March 1942. lie was appointed In 1041 and was a former recreation officer. An polntment and duties of proba tion officers are In Sec. 03 007 Oregon law. No qualification are set forth for suld officer, al though Sec. 93.(106. pertaining to officers appointed In counties nf over 200,000 population, states they shall be "discreet persons of good moral chursc ter." In talking with the various law enforcement agencies of Klamath county, It was learned that this county Is diligent In seeing that exclusive original Jurisdiction Is vested In the Ju venile court. The city and alute police cooperate by assisting with Die pollco worn or the Juve nile court, as does the county sheriff. The petitions ngiilnst children are issued In the district attorney's office lifter Investiga tion by tlio Juvoiillo officer, Oregon luw provides that Ju venile proceedings shall be pri vate and separate from trial of adults. We are Informed by re liable officials that this Is the case in Klamath county. Al though we did not ask to in spect the confidential records of either the Juvenile court or the Juvenile office, we wero told by the clerk of the court that rec ords of Juvenile cases are kept separate from other circuit court records as provided for by law. In this court the practice of ' continuing cases ' Is observed In order that the child may be giv en every opportunity for avoid, lug a permanent record where' In he is adjudicated "delin quent." The Juvenile office showed the chairman of the com mittee the record system. It con slats of book entry narratives for all cases Investigated and Indi vidual records for case openings. Although the Oregon law makes no provision for the confidential nature or such records, we lire told by the Juvenile officer that such records aro considered con fidential social records. It is dlf flcult to draw conclusions from statistical reports comparing the various counties of Oregon be cause there Is no uniform meth od nf keeping such records; how ever, we are presenting the court's statistics as matter of Interest: All School Broadcast Slated Four members of the cast who will participate in the all school broadcast scheduled for May 6, are. left to right, Charles Woodhouse, Irma McBrlde, Margaret Crubb and John Stewart. The broadcast will be heard over KFLW, the station having a direct wire installed lor this program. April Weather Hot And Dry April 1946 was a strange com bination of weather. It was the driest April since 1939, and had the highest maximum (83 de grees) since 1934. There were seven cloudy days, 12 partly cloudy and 11 clear days during the month. Minimum tempera ture, 27 degrees, was the lowest since 1943. Precipitation was only .08 of an Inch, with average for April .91 of an inch. Mean temperature for the month was 48.9 degrees, the highest since 1943 when 49.6 degrees mean monthly was re corded. Normal monthly mean Is 46.9. April 24 was the hottest day this year and April 2 and 30 were the coldest days of the month. U. S. bureau of reclamation reservoirs showed an increase of 69,800 acre feet total storage water as of May 1, 1946, over that recorded' on the same date last year.. In order to prevent undue de tention of minors, the Klamath county Juvenile staff is on 24 hour duty to make immediate ar rangements for the custody of the child until the hearing. In most cases he Is released In the care of his parents, unless oth erwise provided. Under Oregon Sec. 93-613, It Is unlawful to detain a child under the age of 14 In the enclosure of a Jail or police station or In the same building or enclosure with adult criminals. The detention cottage, where juvenile offenders are lodged pending hearing, is operated by the county court. The committee visited the facility, which Is part of the county farm, and found a modern, attractive set of build ings. The grounds are pleasant ly landscaped and the living quarters consist lurgely of cot tages grouped about a central administration building. The din ing room is very attractive and cheerful. The county library maintains a branch. The Juvenile detention cottuge consists of four bedrooms, each with two cots, a reception hall and a bath room. The building was de scribed by Mr. Morrison, who has been the superintendent for 13 years, as being completely fireproof. For more difficult of fenders, there is a cell in the bdmluistratlon building. Super vision of the facility will be im proved when more staff becomes available. FOWL PLAY DUQUOIN, III.. May 3 (II Farmer J. Wesley Tucker wasn't complaining too much when he reported to police that a thief stole 14 of his chickens. Tucker said that the robber who invaded his henhouse left in such a hurry he dropped his purse, which contained $13.14.
