France has proposed a four
power conference to discuss the
questions of central administra-
uve agencies in vjeriuany ana
permanent separation of the
Ruhr and Rhineland areas from
the reich.
The state department disclosed
this today, making public letters
exchanged between Secretary of
State Byrnes and French For
eign Minister Georges Bidault.
The letters were released simul
taneously in Paris.
Bidault said the proposal had
also been made to Russia and
Britain.

yesterday the bow section of
the U. S. tanker Sacketts Har
bor was located by the navy
patrol frigate Orlando during
a storm and sunk by gunfire.
The ship broke in two dur
ing a violent storm a week ago.
All members of the vessel's
crew were saved. The stern sec
tion is being towed to Adak by
the fleet tag Sarsi. .
