Government Ready To Restore Some ; Production Controls, Boost Prices To Ease Cotton Clothing Shortage ; WASHINGTON, Feb. 21 (IP) The government is ready to re store some wartime production controls and 8 r a n t higher prices to ease the acute short age of cotton clothing. 1 OPA and the civilian produc tion administration believe this double-barrelled program even tually will boost by about 50 per cent the output of shirts, shorts, pajamas, dresses, work clothing fnd other scarce garments. The price increase for cotton fabrics will be in two parts: 1. A general increase of about three and one-half cents a pound in recognition of higher parity firices for raw cotton and to off et recent wage increases. Mills Which did not hike wages will Bet only about one cent of this. .. 2. An additional incentive in- -fcrease of five per- cent to apply on selected fabrics - urgently needed for clothing and for cer tain industrial ana agricultural purposes. . While the agencies sponsoring the program were unable to esti mate the overall effect of these adjustments on retail prices, they said present ceilings on shirts, for example, might be hiked about five or- six cents. Thev made the point, however. that where only a few shirts are available now at 5a.su, tne goal of the new program is to provide a generous supply at about a nickel more. FHHng Out Tax Form W-2 Explained In Information Editor's Note: This is the fourth of several stories ex plaining who does what about his 1945 income taxes.) By JAMES MARLOW WASHINGTON, Feb. 21 (IP) Don't send money to the internal revenue collector when you mail him your 1949 income tax re turn on Form W-2. Form W-2 is the receipt a boss gives a worker to show how much he earned in 1945 and how much tax was withheld from him. The collector checks your re turn. If you owe him money, he'll tell you. you pay mm witn in 30 days after he notifies you. If he finds too much tax has been withheld from you, you'll get a refund. Note to husbands and wives: if you both had income in 1945 and are within the requirements for using Form W-2 then Don't worry whether to file separate or combined returns on Form W-2. The collector, by law, must figure out the cheaper way for you. Can't Lose So, whether you file separate or combined returns, you can't lose. You will get the benefit of the collector's figuring. If you worked for more than one boss who withheld taxes from your 1945 wages, get a Form W-2 receipt from each. Without all the receipts, you can't make a return on Form W-2. You'll have to use. Form 1040. If you have them all, attach them to the receipt from your last boss. That's the one you fill out and file. Don't fill out the others. The withholding receipt, Form W-2, which the boss gives you, is in "original" and "duplicate." Fill in the "original." Send it to the collector. Keep the "dupli cate." - On the "original" the boss al ready has written your name and address, how much money you earned, how much tax he withheld irom you. Answer Questions You answer the other ques tions on the "original," taking them step by step. They're very simple. Here's an example of how Form W-2 is filled out. You, married, with one child, in 1945 earned $4500 in wages. Your wife, not working, received $95 in interest on bonds. Then, following the questions, vou write on the right line: Your income, $4500;' your wife's $95 in interest; then the total of the two incomes, $4595. Where it asks which of the figures already written is your income, which is your wife's, you write $4500 for yourself, $95 for your wife. Since it's a combined return of yourself and wife, you both sign it. If you were filing just your return, you alone would sign it. Be sure to list your exemp tions. Point lo Remember Here's a point to remember but don't let it confuse you. Just follow the questions on the Form W-2 which you happen to have. During 1945 the Internal re venue department sent out load of Form W-2 to employers. Later in the year, to simplify the form still further, the department sent out slightly different forms. No matter which one your boss gives you, you can file your return on it. On one under "ex emptions" you list yourself first, then your wife, then your child. On the other under "exemp tions" you list only your child (in the example given here). That's because, on another part of the return, you list your wife's name where the form asks, if you're married, to give your wife's name Exemptions On this form without speci fically listing yourself and wife as exemptions you automatical- Circuit Courts To Handle Appeals PORTLAND, Feb.! 21 (IP) Circuit courts will again handle appeals from state liquor control commission violation rulings, Administrator Ray Conway snld today. Hearing of appeals by the courts was provided in tho state law, but four years ago tho com mission assumed tho work, Con way said. He reported tho vol ume of the work mis become too great for the commission. 'The law provides for appeals to be filed within 10 days after a commission ruling. Police Probe Trailer Fires EUGENE, Ore., Feb. 21 Two fires that damaged trailer homes being built for veterans attend ing the University of Oregon were under investigation today after Chief of Police L. L. Pit tcngcr reported indications of in cendiarism. The police chief said officers discovered four sticks of pitch in one of the 100 trailers, gasoline in supposedly .empty cookstove tanks, and one blaze started in a closet containinc folding chairs. As noted: Don't let this con fuse you. Just follow the direc tions on the particular form you happen to have. The difference between the two forms is given here only be cause some readers may have one kind, some the other. Suppose you worked for two bosses in 1945 and from one got one kind of form and received the other kind from the second boss. Remember: You fill out and mail to the collector the Form W-2 you received from the last boss you worked for in 1945. Snow Adds To Hazards Of Travel SALEM.
