Shidehara To Stay In Office While Cabinet Attempts To SolveCrisis By RUSSELL BRINES TOKYO, Jan. 11 (!) The aged and convalescent Premier Kljuro Shidehara will remain in office while his cabinet attempts to solve its political crisis by re organization, the ministers de cided today after a daylong meet ing. Some ministers submitted their resignations during the session in conformance with General MacArthur's January 4 Valley Willamette Roads Reported Icy SALEM, Jan. 11 CP) High ways in the Willamette valley were dangerously icy this morn inc. but the state highway com mission predicted the pavement would be cleared later in the day by rising temperatures. The South Santiam highway, which has been closed by s slide at Upper Soda for one day, was reopened at a p. m. yester day. The daily road report: Government Camp Clear, 19 degrees. One inch new snow, total snow 53 inches. Packed snow and ice throughout dis trict. Santiam Junction 20 degrees, clear. Packed snow on road throughout district. Total snow at summit 90 inches, at junction 48 inches. Chains advised. Odell Lake Clear, 7 degrees. Packed snow east of milepost 55. Total snow at summit 103 inches. One-way traffic be tween Oakridee and the summit. Siskiyou Summit Clear, 18 degrees. Icy spots been sanded Packed snow on highway 66, but sanoea. Later, Kyodo news agency said that Home Minister Enjiro Horikiri had handed his resiRiia- tion to Shidehara and that Edu cation Minister Tamon Maeda unauthoritatively was reported as planning to resign. These sources also indicated that Shidehara originally de sired the ministers' resignations en bloc, but aereed to remain in office and try a reorganization after arguments raised in today's meeting were relayed to him at his home. Meeting Slated The chief cabinet secretary Daisaburo Tsugita, said another meeting will be held to deter mine the resignations of minis ters alfected by MacArthur's di rective. Tsugita gave no direct reason for the decision. He said, how ever, 'the cabinet is confident the general elections will be car ried out successfully." The elec tions, originally scheduled for this month, have been delayed probably two months by the cab inet crisis. In mid-morning, Foreign Min ister Shigera Yoshida had re ported to Emperor Hirohito on the situation, created by uenerai MacArthur's order that all mili taristic, ultranationalist public officials who had influenced Japan to make war must be ousted. Weeklong Crisis During the weeklong crisis, proponents of reorganization contended the cabinet should not resign as a body until the elec tion had paved the way for party government, Tokyo newspapers previously had reported that six of the 12 cabinet members would be forced out for past ultranation alistic activities. The papers named these ministers as falling under MacArthur's directive: Horikiri. Mntsunutra. Maeda. Tsugita, Dr. Hitoshi Ashida, wel fare ,and Joji Matsumoto, par liamentarian. Reluctance of government sources to discuss possible resig nations indicated that only a lew had been decided upon so far. Retention of a premier after a sizable portion of his cabinet resigned is unprecedented in Japanese politics. The usual procedure is total resignation, followed by reappointment of the premier to form a new cabinet. Flashes Of Life PROMISE SAN FRANCISCO, Jan. 11 W) Superior Judge Herbert Kauf man addressed a prisoner before him on a repeat charge of pass ing fictitious checks: "Mv tnti vnn'vn hnri VOlll' chance. This time you go to San Quentin." The prisoner held up a finger and replied patiently: "But judge, when I appeared before you eight months ago, von said if I didn't behave my self, you'd Rive me a year in thp enimtv inll." S. bureau of reclamation re ported. On December 15, wasting out into the diversion channel was started with 250 cubic feet per second. With the continuous rainfall the volume of waste was stepped up to 500 second feet and this amount will be continued until the end of Jan uary to provide flood control storage in the reservoir, should heavy snowfall continue through the winter. The reservoir is not expected to hold over 30,000 acre feet by February 1 in a wet year. During the heavy rainfall of the first of the year Lost river diversion channel reached its capacity but there was no spill into Tule lake. The bureau s aim is to have two-year supply, 75,000 acre feet, of storage water reserved by the end of spring. Klamath Lads Meet In China How a couple of Klamath lads met accidentally in Shang hai.
