MacArthur Directs Jap Government To Inaugurate Broad Relief Plan Br RUSSELL BRINES TOKYO, Dec. 13 (P) Election reform legislation revolutionary in Japanese history is expected to be passed by the house of peers probably tomorrow as a first step tdward proportion ate representation. While the diet wrestled with political reform, General Mac Arthur attacked on the economic front, directing the Japanese government to inaugurate a broad relief program to provide food, clothing, housing, medical care, financial aid and welfare services for unemployed this winter. The relief plan, when ready, must be submitted in detail for allied approval. The govern ment also was ordered to take all necessary steps to prevent discrimination in distribution of food. Allied headquarters mean while began surveys of food con sumption, nutrition and physical health of Japanese. Told to Get Busy The Japanese government was told bluntly by the house of rep resentatives today to get busy and do something to alleviate suffering of the war stripped people. The house, in a resolution sponsored jointly by all politi cal parties and approved with out a dissenting vote, warning that many victims of American bombings- "are still aimlessly wandering on the scorched earth," and blamed "bureau cratic red tape" for failure of re construction plans. ,. The election reform bill would double the electorate, to about 45,000,000 voters, by granting women suffrage and re ducing the balloting age to 20 years. Wider Choice Shunichi Suzuki, election ex pert of the home ministry, ex plained that the government measure provides also for drastic re-districting and a wider choice of candidates for the house of - representatives. The legislation does not in volve revision of the house of peers, the reform of which was . promised earlier by Premier Ki juro Shidehara. A bill altering the present highly restrictive se lection of the upper house is to be introduced in the diet after Japan's first general election of the occupation.' Effie was one The decision among the V I three girls was . HS made by sen- lor teachers. Effie is pres ident oi tiae vice of the Service club, and chairman of the Lost and Found committee. She also belongs to the Pep Peppers, Masque and Gavel, and is a member of the Assembly, Traditions and Teen Age committees. Effie will write a question naire that will be sent to a state committee with others from the various Klamath county schools. A committee of the DAR here selects one questionnaire that they consider most worthy of consideration, but all of them are sent The , winner of the state contest will receive a hun dred dollar bond. Before the war the winner was given a trip to Washington, D. C. Pictures Taken At Lightning Speed The entire student body was photographed yesterday in a lit tle over three hours time- J. H. Handel, photographer, is able to handle about 500 people an hour. Students were called through the English classes to the pic ture taking in the auditorium Mr. Handel believes that the nicturos will be back to KUHS some time during the Christmas vacation so the kids will be able to see the proofs when they re turn to school. Boys Receive Letters At the pep assembly which was held yesterday the Pelican and Wildcat football teams re ceived letters for their Daniel pation in the games. The Wild cat team received small Ks while the Pelican sauad mem bers, who earned their letters, received large letters. The fresh man squad was presented with numerals 49 which is the year they , will be graduated from high school. The basketball team for whom the assembly was held was in troduced. Paul Anastead. foot ball coach, told of the boys who were listed on the all-conference team. Bob Kedkey, sophomore, was the only one from Klamath, He tied with Williams of Ash land for a halfback position- All the other berths on the first team were filled by Medford Bill Sari, Harold Wirth and Tom Edwards were listed on the second team. Chuck Thurman Dick Foust, Bob Eastman and Roger Vanderhoff were given Honorable mention. Charles McLin, Joe LaClaire and Joe Peak spoke of the va rious teams. Nancy Humble was in charge of the assembly.
