Dvight Davis, Former Secretary Of War, Dies WASHINGTON, Nov. 29 VP) B wight F. Davis, secretary of war under President Coolldge and donor ot the Davis cup emlematlc of the International Tarn tennis championship, died last night at his home. HeJwas 86. Davis had suffered from a heart ailment for the last six months. With him when the end came were his wife, Pauline; . son, Dwlght R. Jr., and three daugh ters, Mrs. Alice D. Makins, Mrs. Cynthia Martin and Mrs. Helen Hermes. While still a student in col lege Davis paired with Holcombe Ward to win a national doubles tennis championship in 1899, 1900 and 1901. Awaxdtd DSC After holding several munic ipal appointments in his home city of St. Louis he went over seas in World War I as a major. He won the Distinguished Serv ice Cross for valor under lire. He came to Washington when President Harding appointed him director of the war finance corporation, became assistant secretary of war two years later and in 1925 succeeded John W. Weeks as secretary. - He was governor general of the Philip pines from 1929 to 1932. Davis was a central figure in the long-controversial court martialing of Col. Billy Mitchell. Mitchell declared there was favoritism and incompetence in the administration of military administration and that there should be a separate department to direct army and navy aviation and encourage civil flying. Weeks was ill at the time and Davis, as acting secretary, or dered a court martial for Mitchell, who was convicted of insubordination and resigned from the service.? Jury Convicts Man Of Murder SAN BERNARDINO, Calif., Nov. 29 (P) A superior court jury today heard testimony of the sanity of John Giliberti, 59, Montana ranch foreman, after it convicted him last night of first degree murder of Herman Trelle, 50, superintendent of the . same ranch and former Cana dian champion wheat grower. The jury returned the verdict after five and a half hours' delib eration, recommending life im prisonment. Trelle was killed with two blasts from a shotgun last Sep tember 1 and witnesses testified Giliberti was his assailant. KING FRANKFURT, Germany, Nov. 29 (IP) Gen. Eisenhower in a report released here today, criticized the French govern ment for hampering the allied control council and urged early establishment of central Ger man administrative machinery. Summarizing the situation in Germany in October, before he left to become chief of staff of the U. S. army, Eisenhower cited the "potential dangers of unrest and disease this winter." He declared, however, there was "no immediate emergency in the American and British zones as long as current rations can be maintained." The release followed by a day the White House disclosure of a report to President Truman by Byron Price, former censorship director, blaming France for most of the occupation difficul ties. British Praised Praising the British delega tion for going along in council matters for the sake of unanim ity, Eisenhower asserted: "There -was no similar solu tion of the deadlock which pre vents establishment of the cen tral German administrative ma chinery provided for by the Potsdam agreement as necessary for tne treatment of Germany as a single economic unit.
