U. S. HOLDS KEY TO ATOMIC ENERGY WASHINGTON, Oct. 16 (A5) Bear Admiral William R. Pur nell said toduy America still holds a number of "trade se crets" of atomic energy and pre dicted no other country can make an atomic bomb "In quite stretch o time." Purnell testified before senate military commerce subcommit tees, holding hearings on a pro posed national science founda tion. He was described by Sena tor Magnuson (D.-Wash.) as the navy's expert on atomic energy. On the other side of the capi tal, the house military commit tee voted to reopen hearings Thursday on legislation setting up a commission to control do mestic activities In the field of atomic energy. Chairman May (D-Ky.) said the hearings would last only one day and only four witnesses will be heard. They will be provided, May said, by congressional and other groups who had objected to the committee's earlier decision closing hearings after one day of testimony last week. Among those who had objected were Philip Murray, head of the CIO, and Rep. Helen Gahagan Dou glas (D-Calif.). "I don't know who the wit nesses will be," May said. Admiral Purnell told the sen ate committee that the theory behind the atomic bomb is not a secret, "but making the bomb is." The advent of the atomic bomb and other weapons, he said, makes speculation rather hopeless. ' "I don't think that the best scientists can say where we will bo 15 years from now. They are going to find new stuff. We have got to adapt it as it de velops. "It may be the navy that car ries it out or it may be that the navy will be wiped out. Or may be the army or the army air force may be wiped out, "Submarines, planes or rock ets" may be the vehicle for atomic energy, he said. Purnell said the fuse used in exploding atomic energy is a "trade secret" which has never been released even to an ally. He said only one company in the United States possessed it. Purnell said he knew of no defense against the atomic bomb. He said thnt, so far as ho knew, reports lust week from the house naval committee of a possible defense were not based on nuvy testimony. Rear Admiral W. H. V. Blan dy, chief of thu navy's bureau of ordnance, expressed doubt that any one counter-measure can be effective ngulnst atomic bombs. "I doubt if more than two or three of them will be made the same," he testified. Earlier, Navy Secretary For rcstal told . the committees that the government should "not try to regiment too much" In carry ing out a proposed program of stimulating scientific research, Forrestal's word of caution came in reply to an inquiry by Senator Magnuson about the possibility of creating a scien tific reserve of those persons re ceiving government aid In their research. The secretary stud these poo plo should be available in an emergency but ho added tluit too strict regimentation "might scare some of the luds oft." Forrcstal said that ho would prefer to soo military research dealt with separately.
