R. WILLIAMS Tl PORTLAND, Ore, AuR. 16 (A3) A negro special putiolmim was recoverins today from a se vere beating after a cafe scuffle which left a net-ro scrvicemun wounded by gunfire. The fray, punctuated by fly ins dishes and silverware, broke out in a cafe in the nc'Ki'O dis trict during surrender celebra tions last night. District Attorney Thomas B. Handley said three negro ser vicemen were being held for mil itary authorities. A fourth negro, PFC. Edward Terry, was shot in both knees. The special patrolman, Harry Payton, said eight soldiers set upon him when he was called to the cafe to quiet an argument over meal payments. Payton said he fired after the soldiers failed to halt. The men disarmed him. Pay. ton told detectives. He went for another gun, and had Just reach ed a site across the street when regular police arrived and halt ed the fray. The president of the United States' personal flag consists of the Presidential seal in bronze, upon a blue background, with a white star in each corner.
