Atlff. 1 (P Majority Leader Berkley told a racalion-bound senate today it laces a dozen urgent domestic legislative tasks when it returns n October. Some represent direct re uests from President Truman; others are carryovers from the program of Franklin D. Roose velt which was embraced by the oew chief executive without res ervation. The nation's No. 1 task, of course, is to defeat Japan, Bark , ley declared. At the same time, he invited the lawmakers to con lider during the recess these other "pressing problems:" 1. Widening of unemployment compensation coverage, with in creased benefits during the re conversion period and supple mentary federal payments to cre ate a national minimum stand ard. 3. Broadening of the social se curity law. 8. Elimination of cartels and monopolies. 9. Financial aid by govern ment to business. JO. Water power development. 11. Highway improvement and construction. 12. Study of Mr. Roosevelt's proposed "economic bill of rights." As for taxes, Barkley ob served that the federal govern ment collected $43,000,000,000 in income taxes on individuals I and corporations last year, an ! amount he said he did not think ' necessary after the defeat of ! Japan. He estimated that from $20,000,000,000 to $22,000,000.- ooo a year would Be necessary to carry on government after the war. In what has been termed a honeymoon period between the legislative and executive branch es. Barkley found that congress approved important foreign af fairs measures such as the inter national monetary agreements, reciprocal trade revision and the United Nations charter. But in the first 100 days of the new presidential regime it didn't do much about putting in to effect some of the domestic suggestions Mr. Truman made. Barkley listed these, along with unacted-upon proposals made by the late President Roosevelt. In a program he plan ned to tell the senate must be considered when members re turn in October from a vacation starting tomorrow. Although Barkley said he be gan working on the idea a week ago. his list was regarded as something of an answer to the move by senate left wingers to rally support behind what they call "progressive" reconversion legislation. Barkley could call attention, for instance, to Mr. Truman's proposal that unemployment compensation be increased and maintained on a nation-wide level during the reconversion period. Congress hasn't done anything about that. The president alfo asked for power to reorganize the execu tive departments. And he want ed revision of the surplus prop erty setup to place it under one administrator.
