There Is a city ordi nance which forbids dog owners allowing their animals to run loose at tills time, he sold, and no excuses by owners will be ac cepted. Any dogs not properly re strained will bo picked up and the owner will be arrested, he stated. Purpose of this ordi nance is to prevent dogs from doing serious damage to gardens, shrubbery and spring flowers. A handling charge at the city pound will also be assessed gainst any dog owner who vio lates this ordinance and whose dog Is picked up, Fields said. Meeting Called to Oppose Referendum; PORTLAND, April 25 (IP) A meeting to oppose refcrendums against legislation limiting com mercial fishing in Oregon coast al streams has been called for Eugene Saturday. C, C. Schenck, president of the Oregon Wildlife federation, said representatives of Grange, Farmers Union and' Labor will be invited. Lawrence asked the prosecutor's office to day to issue a first degree mur der warrant for the arrest of a 29-year-old Indian for the sex slaying of S-ycar-old Irma Irene McGough last Sunday. The man, whom Lawrence identified as an cx-convict with a record of sex degeneracy, has been the primary suspect in the case since the little girl's body was found Monday afternoon stuffed in a pile of mattresses in a salvage depot. Captain Lawrence, head of the homicide detail, said he con siders the evidence conclusive, but that exhaustive searching had failed to find the suspect. He was reported to have been taking meals at the salvage cen ter where the victim's family had been given temporary housing. C, April 25 (Canadian Press) A man identi fied as Malcolm McDonald, 38, was fatally wounded last night in a scuffle which Police Con stables A. J. Stccn and Ken Stewart said followed McDon ald's efforts to elude capture after holding up a theatre cash ier for $350. The officers said he was shot by an accidental discharge of his own gun as Stcen sought to break up a battle between Mc Donald and two theatregoers, Ronald SJieppard and Max Heat er, who witnessed the holdup and gave chase.
