JoChBmbe Bill Protects Users Of Water From Excess Payments WASHINGTON, Fob, 18 iri Legislation designed to protect reclamation project water users from excess payments has won the approval of the house irriga tion and reclamation committee. Ralston, Agent Morse to Discuss State Planning Funds WASHINGTON, Feb. 18 (JP) Senator Morse (R-Ore.) plans to discuss postwar planning funds for states and local communi ties with members of the senate appropriations committee. The independent offices bill, approved by the house, allows 15,000,000, which the League of Oregon Cities has protested as Insufficient. The federal works agency had asked $77,680,000. The smaller sum, however, was approved by the house com mittee as an "initial" allowance, pending state legislative action. State measures would give a "fairly accurate picture" as to the demand for such federal aid, members suggested. The senate committee haa not yet begun hearings on the bill.
