German Control, Postwar Security Slated for Talks (Continued from Pago One) cd Stales, British and Russian foreign ministers In their meet ing at Moscow last fall. But that highlights another problem which the president and prime minister will encounter: What about Stulin? Now the Anglo - American armies are within possibly a few weeks of meeting Russian armies In crumbling Germany and Anglo-American diplomacy must meet Russian dlplomucy In every corner of Europe. Some observers here arc pri vately expressing surprise, there fore, thul none of the numerous reports from Washington and London on the next meeting have spoken of Russian represen tation. In the absence of such indications it Is assumed that Russia will be kept closely In formed of developments, nnd that no conclusive actions will be taken which are nol fully ap proved by the Russians.
