VACCARO CHICAGO, July 21 W The democratic party wooed tho lim electorate, today with a platform calling for a fourth term based on President Roose velt's record "In peace and In war" and a promise to seek military backing to prevent an other blood bath of conflict. The road ahead was paved with party dissension over tho racial issue sparkplug of a vain but bitter southern revolt unalloyed by a plank ignoring definite commitments sought by advocates and opponents of the "white supremacy" status quo. Stands on nacore, "Tho democratic party stands on its record in peace and in war," said a declaration bear ing the approval of tho quad rennial convention. 'To spued victory, establish and maintain peace, guarantee full employ ment and provide prosperity this is Its platform' Asserting lis louu-wora state ment of principles and promises does not detail scores of planks, but instead cites "action," the party's short, short story por trayed its four-time candidate as "the champion of human lib erty and dignity." "Hop and Prayar" "That God may keep him strong In body and spirit to carry on his yet unfinished work is our hope and prayar," it said. in a 40-word "racial plank" stripped alike of states' rights proposals and demands lor en dorsement of antl-discrlmlna-tion, anti-poll tax and antl lynching legislation, the party declared: "Rlaht to LIto" "We believe that racial and rcllalous minorities have the right to live, develop and vote uciually with all citizens and share the rights that are guar anteed by our constitution. Coneress should exert its full constitutional power to protect those rights." A motion by the Missouri delegation, apparently reflect- Ins feeling among many south' em domocrats, failed to get the necessary one-fifth support for a poll of tha convention on this pianx. "No Inferior Races" But Vice President Henry A. Wallace, already the target of southern delegations anxious to send him back to hi Iowa farm, declared that "In a political, ed ucational and economic sense there must be no Inferior races." There was every outward sign, however, of unanimity over the foreign plank pledging affiliation with other United Nations In an organization to maintain peace and prevent ag gression by using armed lorces "when necessary." Court Supplement Such an organization would be supplemented by an interna, tlonal court of Justice to arbl tratc and adjust disputes be tween nations. Other plank were keyed to the Atlantic charter and the four freedoms, the enactment of additional labor legislation as experience necessitates, the ? lacing ana Keeping ot agricui u r e on an 'Income carity" with industry and labor and adaption of tax laws to expand' Ing; peacetime economy.
