Repatriation of Prisoner Now Under Consideration By WILLIAM E. LOWELL WASHINGTON. July 8 (Pi- Repatriation of sick and wound ed Americans held prisoners of war by Japan is under discussion with Tokyo, Senator Thomas ID Utah) disclosed today. The dis cussions without result as yet are being conducted through the Swiss government. Japan has refused thus far to repatriate military prisoners or any of the non-military construc tion workers captured on Guam and Wake, said Thomas, chair man of a senate foreign relations subcommittee. Quoting a letter from Secre tary of State Hull, Thomas told reporter 19,919 American ori son e r s of war were held by Japan on May 25 and on May 23 mere were ssti civilians held by the Tokyo government ac cording to reports from represen tatives of the Swiss government and the International Red Cross. Military intelligence, Hull said, reports only 17.175 war pri soners held by Japan, but that figure takes into account unoffi cially reported deaths in the Phi lippines. The provost marshal general, he added, advises that approximately 7000 civilian in ternees have been reported. Hull's letter spoke only of re turning home Americans held by Japan; the question of an ex change (the United States hold comparatively few Japanese pri soners of war) was not treated in it. July 8 MP) Major Louis Rothschild Lefkoff, 34, of Atlanta, has been court-martial ed and found guilty of ordering the flogging of nine military prisoners at Camp Van Dorn, Miss., fourth service command headquarters reported today. Major Lefkoff, formerly pro prietor of a dry goods store here, is confined to his quarters at the camp pending review of the proceedings by President Roose velt. The verdict calls for con finement for a year at hard la bor, forfeiture of pay and allow ances ana dismissal from the ser vice.
