Meat Rationing Problems Giving OPA Gray Hairs; Surgeon's Touch Needed By JAMES MARLOW and GEORGE ZIELKE WASHINGTON, Feb. 23 7'i Wanted: Butchers with a sur geon's touch. , . , Whon ment rationing starts, what's to be done If you order a roast nnd the butcher as ex perience Indicates will happen cut a Uttlo over or a bit under the amount you order? That's just one of the meat problems causing gray hairs around the offlco of price ad ministration. It's worrying the butchers, too. Those who know say they don't quite see how It'll all work out. Right now, the OPA has Its honds full trying to cope with tho black market In meat. That has a direct bearing on the ques tion of what supplies will be available for rationing. Then there's a question of what to do about shrinkage, spoilage and wastage in comput ing the amount of meat the butcher Is to get. And what about weighing In the bones? Some of the individuals di rectly concerned with the prob lems express private doubts whether a workable basis for meat rationing can be figured out In time to start the system by the end of March, If at all. Some meat packers and dis tributors have declared that the best answer would be a broad program to educate the public in conservation and not ration. Others have suggested some application of the English plan. In England, meat rationing is based entirely on price. At pres ent, each Britisher gets approxi mately 22 cents worth a week about one pound, the British in formation service says). This system puts n premium on careful cutting. There's no borrowing of next week's values in the English plan, and if the British butcher cuU more than called for, he has to trim or let it go for the same price. However, In this country, price ceilings vary as to regions with shipping costs a factor. So if OPA considered shifting to a price basis, it would have to figure out different coupon values for different regions (as In fuel oil and gasoline coupons). Ono Idea now under consider ation In OPA Is to print "change" coupons aside from those in the ration book. Then, U a certain cut of meat was 16 points per pound and the butcher cut 14 ounces Instead of 16, he'd give you bae'e two points in "change." The schedule of points for can ned goods rationing suggests an other possibility a "sliding scale' : 7 to 10 ounces might call for so many points, 11 to 14 so many addition, and so on. But no matter how they slice it, it looks as though the nation's butchers will have to do some fancy cutting. Seattle Family Fixed Itself Up On Canned Goods SEATTLE, Feb. 2S (JP) Enough canned goods subject to rationing to last nearly 23 years has been reported by a Seattle family. The family of two said it boasted 1640 cans of food. A. J. Krauss, district OPA food rationing representative, figured the supply good for 22 years and nine months at the wartime ration rate, if the sugar and coffee rules apply to can ned goods.
