Galbralth, deputy price ad ministrator, told senate Investi gators today a directive freezing fluid milk prices at January levels would be modified to per mit Increases In some areas. "We have an order In final stages of preparation involving substantial levelling out of prices and In some cases upward ad Justmcnts,' he testified before an agriculture subcommittee. Galbralth asserted Increases would be allowed in the south cant while a thorough study con tinned as to need of upward ad Justments in south California. At the same time, Galbralth pointing frequently to charts he brought with him told the com mittee he did not believe a gen eral price Increase would bring greater milk production. Galbrolth's testimony came af ter angry farm state senators had voiced determination to break up what they called a "bu reaucratic merry-go-round" oper ating to hamper war food pro- auction. "Every time a farmer or his spokesman comes to Washington with a problem, he la sent on a cycle of conferences that lead only to dizziness," Senator Aiken (R-Vt.) told reporters. "It takes months to build and Install generators of the giant type used at Grand Coulee," the administrator said in a prepared statement after receiving a re port from the Bonneville divi sion of system planning and mar keting.
