A general llccnso known as "G-PW-2' has boon Issued au thorizing tho exportation, by mall only, of gift parcels to members of tho armed forces of tho United States who ore pris oners of war and to civilians who aro nationals of tho United Nations Interned In enemy oc cupied territories. Such gift par cels aro limited to thoso which may bo sent under tho general license. Applications which do not meet specifications for tho general 11 con so will not bo granted. Person desiring to Bend parcels under tho general ll ccnso may do so without apply ing to tho board of economic warfare for on export license, whlcl) formerly wus required, under tho following provisions: Packages must not exceed 11 pounds gross wolght, 18 Inches In length, or 42 Inches In length and girth combined. Only one such parcel may bo sent to each prisoner each (10 duys. The con tents of each puckago must be listed on a spcclnl form provid ed by tho post offlco depart ment and filed at tho tlmo of mailing. Tho provost marshal general's offlco will furnish an official label in duplicate for parcels going to mombers of the United States armed forces who are prisoners of war. Packages may not bo shipped to tho Orient at present, but when facilities are available to transport such pack ages to Japan and Japancso con trolled territory, labels will be Issued to tho next of kin with out request. Labels will be Is sued by tholr respective gov ernments lor packages sent to prisoners who are nationals of tho British empire. German authorities provide labels lor packages to members ot the armed lorces of any of the United Nations other than tho United States and the Brit ish empire. Gift parcels also may bo sent to such prisoners In Italy or Italian controlled territory, but must bear a cer tificate in writing that the pris oner is known to bo at tho ad' dress given and that no package has been mailed to him by tho sender within 60 days prior to tho dato of mailing, and that to the writer's knowledge no oth cr package had been mailed to the prisoner in that period. In all cases tho sender must wrlto in ink under the address: "General Llccnso 'W-PW-2,' Via New York, Now York."
