POLICE COP BREAKS UP SNOWBALL FIGHT An old mcanle city police of ficer broke up a happy snowball fight at Seventh street and Klamath avenue Saturday night, Just as tha city was being wrap ped in a beautiful blanket of now, the consistency of which was conducive to making per fectly wonderful snowballs. Ai a result, Dean George Delia Jackson and Zctta Wll liami were charged with disor derly conduct and all fined $15 each. I wish first to report thut our bonded indebtedness has been materially reduced, and at tho beginning of the flscul year, January 1, 1041, the city will have the best cash balance in Its general fund than at uny time during its history. All funds aro on a cash basis, and at no time during the past four yours has tha budget been overspent. All city equipment bus been added to and Is In flrxt-clnsa working condition. Cencrally pcuking, It can be truthfully said that the city's finances and physical equipment are In ex cellent shape. There have been several worthwhile Improvements ac complished during the past your, mainly In the way of now cement sidewalks, considerable ewer work and several alleys improved by paving. In connection with tin- city's finances, and until stale legisla tion can be enacted to correct this condition, it bus occurred to me thut Inasmuch as there la practically no tux turnover from the first of the year to about April t of each year, the city nhould so arrange Its bud get that It can go Into the first of each year with a push balance of at least $.10,000.00, which, together with the license collec tions and other miscellaneous Income, would carry it through this period. Am mentioning this fact as it may be of interest to the new mayor and rouncil men. Cooperation Praised I wish to express my grati tude and deep appreciation for the cooperation shown by nil councllmen, the police Judge and city treasurer In connection with tho city's business. I be lieve it Is apparent thut all elec tive officials, namely, the coun cllmen, police Judge and city treasurer, have shown real In terest In their respective Jobs, with sincere thoughts of the city's welfare in mind at all times. I am sure they will Join with me In extending our thnnks to all of the cittzcnY committees which have generously given of their time and shown splendid cooperation on the financial and other problems which have con fronted the administration. 1 also wish to thank the cilixcns of the city who have hnd the city's interest at heart, nnd have offered helpful suggestions from time to time. It is a further pleasure to commend all depart ment heads and employes for the fine cooperative apirit they have shown through the writer's administration. It is my opin ion, and I feol the council is in accord, that we have built up an excellent organization and thnt our police, fire, street and other departments are functioning one hundred per cent. If thcro were some means of making a com parison, I am sure they would rank second to none In tho state. Mere words at this time arc in adequate; however, I again wish to say to these department heads, employes, and all citizens and committees, that all elective officials deeply appreciate the spirit they have shown, I do not say this as necessarily mean ing their good will to the admin istration, but primarily meaning their loyalty to the city of Klam ath Falls and tho Job they wore working to do. . The other 22S lots were foreclosed upon, or voluntarily deeded to tho city, prior to 1038. Of tho above 1700 lots upproxl mutely (120 arc Kali-able, that is to say, on which we arc able to give a clear title, or accept an option subject to suit to quiet title. As of December 6, 1040. the city has sold 210 pieces of property, aa follows: 32 lots sold on option, $lB,:i0.2B; 0 con tracts now active, $09,043. 53, making a total of $04,334.81 worth of property cold. Even "Hoss" Pendergast, of fur-away Kansas City. Mis souri, has been mentioned as mie of our "overlords of crime.'' Personally, I very much doubt If Mr. Pendergast knows there is a city by the name of Klamath Falls on the map, unless he has by chance beard of it through unfavorable publicity given this city by the ridiculous and silly urcuftntions as above. I say ridi culous and silly for the reason thnt no proof has ever been of fered that such conditions cxiM III our good and fair city, and Investigations by competent In vestigators from Governor Mur tin'a office during Mayor Mo honcy'a regime, and Governor Spraguo'a office during the writer' two terms of office re sulted in giving the city and all officials connected with the city a clean bill of health. These long-haired, frock-coated, sombrero-attired and self-styled re formers should, in my opinion, take some time off from reform ing, visit other cities in tho state and the northwest, and If not un duly prejudiced, they will find that they arc fortunate indeed to have the privilege of abiding in the city of Klamath Falls, Oregon, where the climate, the people and business arc of the best.' To moke a long story short, this is my way of saying that Klamath Falls is a mighty fine place in which to live, and that's why I am living here. All retiring officials join with me in wishing the incoming ad ministration the best of success. We feel that wo have used our best efforts and tried to leave the city in good financial and physical condition, and that, with the holding over of two councllmen, the city treasurer and police Judge, and the elec tion of at mayor and three coun cilmcn with proven business ex perience, the affairs of tho city will be in excellent hands and will be conducted for the best interests of the city of Klamath Falls. Thomas, , who did not seek reelection to the council last fall. First elected in 1932, Keller has previously held the council president position. POLICE FACED WITH LONG LIST OF CRIME REPORTS City police were faced with a list of crimes which have ar rived with the new year, and Monday were working to untan gle a great deal of evidence in numerous cases. I. L. Larkcy, 2964 South Sixth street, reported his second hand store had been burglarized. Fri day and one roll of 50 cent pieces amounting to $20, one roll of nickels, and 75 pennies had been taken. Manard E. Smith, 2864 Bis bec street, told city officeri he left hia billfold in his trousers near the front room stove Sun day night and Monday morning found his billfold containing $40 In bills missing. His army reg istration papers and other cards were in the billfold as well. En trance to the house was gained through an unlocked rear door. LULL SETS IN AT JUSTICE COURT Justice court activities Mon day were surprisingly slow as compared to the usual post- weekend hum. Jesse Malcolm Burcham en tered the only plea when he answered not guilty to a charge of reckless driving. He was committed to the county Jail in lieu of a $100 cash or $200 prop erty bond. HIGHWAY 66 - The weekend snowfall, was blamed for an accident Sunday when the car of Earl S. Bringle, Keno, collided with a snowplow driven by William Hix, also of Keno, on Highway 68, 24 miles west of Klamath Falls. No one was injured lrt the accider" .' David Bridge, newly appoint ed city recreational officer, took over his new Job in a snowstorm of duties. This can be taken lit erally in Bridge's opinion, as he was first concerned with finding a safe place for children of the city to coast. Bridge warned all skaters' to keep off the' ice in Klamath's lakes and ponds, and especially on Upper Klamath lake where a great deal of the skating is done. The ice is "definitely no good," Bridge announced and asked the cooperation of parents in keep ing their children from the sport. New danger signs were being installed in the skating area Monday.
