Naval Bases Assume Great Importance in Drive for America's Two-ocean Fleet PENDLETON ROUNDUP COSTS STAY UNDER BUDGET PENDLETON, Ore., Nov. 21 (IP) Tho pledge of the Pendle ton Round-Up board to keep within the budget for the 1940 show was kept. It was revealed at the stockholders' annual meet ing last night, when Lowell Stockman, treasurer, read re port showing the actual cost was $28,043, compared with a stipu lated budget of $:t(l,:l00. He mild that, following total receipts and disbursements, there was $689 on hand. The guarantee of $6008, sub scribed by Pendleton people prior to tho show, has been re funded, Mr. Stockmun said. The financial report showed total gate receipts, grandstand and bleachers, of $28,419. After the deduction of $2777 for fed era! taxes, the sum was $23,838, and to that was added $004 ac crued from concessions. Also added was approximately $2900 from tho $9000 parl-mutucl race betting fund, tho other halt hnv ing been used, with other funds, to clear up the deficit from the 1030 show. The yard is on tho south shore of the Island of Oaliu, 9 miles from the sea and 11 miles from Honolulu. One of the most Important items of a base is a drydock. It takes two year to build one. To handle the biggest ships, a dock must be 1100 feet long, 133 feet wido and 49 feet deep over the entrance sill. The navy has three dry. docks in tho Pacific outside of those on tho mainland. Two arc at Peorl Harbor and the third one. at Cavlte, Is small. It has another at Panama canal, but on the Atlantic side. RAGSDALE WASHINGTON, Nov. 21 (AP) Outside of Its navy yards on the Pacific and Atlantic coasts, the United States has Just two buses well enough equipped to do all a base is supposed to be able to do to every kind of a ship from rowboat to over sized battleship. These aro at the Canal Zono and at Pearl Harbor, Hawaii Next to them rank the base a San Juan, Puerto Rico, which will handle limited numbers of all kinds of craft oxcept battle ships, and that at Guantanamo Bay. Cuba, which provides deep anchorage and splendid operating facilities. It Is a little short of facilities for repairs The defense drive and the fleet expansion program has sent a throb of activity pulsing for out Into tho Putlfic islands and down into tho Caribbean But even that will not enough If the United States Is to aim for defense of the west ern hemisphere. These are sprinkled through tho Pacific from Alaska tar out to the Philippines and to the southward, flanking shipping routes, outposts to warn of any danger that might threaten Hawaii, the Pacific coast and the Panama canal, They are rising at Kodlak and Sitka, Alaska, at Dutch Harbor, with further develop ments at Olangapo nnd Cavlte In tho Philippines, nnd on the Islands of Midway, Wake, John ston, Palmyra, Tutulla, Samoa, and ut Guam, the latter on out- post of tremendous strategic Importance which the navy has been trying to do something about for 40 years.
