SI (&) War stocks napped for a while In today's market but eventually awakened and stepped out for a spring tbat put many up as much us 8 points at the best. Isolated gains of 5 or so were noted. Prices were spotty in the (ore noon, with the turnover the first two hours the smallest since the boom got under way nearly three weeks ago. Speculative forces had their ears to the ground, however, and, just after midday, when rumors were heard . in boardrooms of a "leak" at Washington indicating repeal of the arms embargo was "in the bag," buyers hit the list from all sides and Quotations soon mounted to peak levels of the day. For a brief Interval the ticker tape fell 2 minutes behind floor transactions. Subsequently there were frequent slow-downs and pickups in activity. Renewed hesi tancy was evident near the close and final advances were well trim med in many cases. Transfers were around 1,700,000 shares. -.' Rail equipments were strong all day, even when other groups were marking time. Alrcratta and farm machinery Issues also were in de mand. Steels, under water tor a while, came back smartly on the noon bulge. Initial cooling of bullish ardor was attributed to the desire of the majority of traders to await the address of President Roosevelt be fore congress after the close out lining the proposed shelving of the present neutrality act. E STARTED AT OSC A new cooperative research pro ject, directed toward assisting ag ricultural marketing agencies with their financing problems, has just neon established at the agricul tural experiment station at Oregon State college. On this project Ore gon station personnel will work with the farm credit administra tion on detailed studies relating to the financing of marketing agencies with particular reference to canneries and other food pro cesslng plants. Chief representative of the ex periment station on the project will he Dr. D. B. DeLoach. whose transfer from the instructional di vision to agricultural research was approved by the stnto board of higher education at its recent meeting. Working with Dr. De. Loach will be N. Fogelberg, senior agricultural economist In the co operative research and service di vision of the farm credit adminis tration, who has been assigned here temporarily from Washing ton, D. C.
