Face Charges of
Attack on Nurse
CALGARY, Alta., July 21 (U.R)
A pretty, 24-year-old model and
her socially-prominent mother to-day
faced charges they tarred
and feathered a young undergrad
uate nurse In her apartment.
Mrs. J. L. Allen, 53, and her
daughter Betty, declined to plead
at their arraignment to charges of
"assault occasioning bodily harm"
entered by Alice Knowles, 28. The
'. case was put over to July 27.
Miss Knowles was in a hospital
under, treatment for shock and
: bums. She charged the woman at
tacked her one time before the
tarring and feathering. She said
they slapped her face and broke
her classes. Friends revealed she
was refused police protection Sun
day. The alleged tarring episode
occurred Tuesday.

Water will be charged for at a
reasonable rate, although the
local rate Is expected to be slightly
higher than In many other local
ities, with' a minimum charge ot
probably not more than S3 per
month.
The first rough estimate made
by Attorney Lederer and William
Wales, city engineer, on cost of
the dual . Installation project
totaled 156. 0Q0. Only the amount
needed of the $66,000 bond Issue
voted several months ago will be
used In water distribution, the
remainder ot the total to remain
unsold. While the total ot the
assessment bonds to be voted upon
has not aa yet been determined
by the council. Installation of both
systems will not exceed the first
estimate, it is believed. The ses
sion was largely attended with
arguments for and against the
systems highlighting the meeting.
The council discussed and
shelved until the next meeting an
amendment to the ordinance gov
erning licensing of carnivals and
circuses and o.k.'d a petition made
by members ot the 20-30 club tor
sponsorship of a tent show in the
near future, part of the gate re
ceipts to go to the club for finan
cing the park improvement pro
gram for which the club is
largely responsible.
Cleanup day, slated for the
first week in August, came up for
discussion and A. A. Rodenberger
and E. P. Fitzpatrlck will work
with Fire Chief Floyd Boyd In
preparatlng untenanted city lots
for weed burning. Lota will be
mowed by the city, unless the
work Is done by owners, and an
assessment ot SI. 00 per lot will
be made. .
An adjourned) session will be
held Thursday night for payment
of current bills.
MAN CONVICTED
ON DRUNK DRIVING
Lester Wright, charged with
drunk driving, was found guilty
of the charge by a Jury which
heard the case early Thursday
evening before Police Judge Carl
K. Cook.
Wright, who is at liberty on a
S100 property bond, was repre
sented by E. E. Driscoll. D. E.
Van Vactor represented the city.
Wright will be sentenced later,
Judge Cook stated.

cent above a year ago, Dun &
Bradstreet reported today.
Meantime, buying In wholesale
markets continued to expand.
"Although consumer demand
continued brisk for light summer
apparel, vacation necessities, and
some lines ot house furnishings,
retail activity on the whole wns
moderately lower than a week
ago," the survey said.
"To some extent, the decline
seemed attributable to shortages
of desirable merchandise; this
was an Important factor In de
partment stores, where stock of
many types ot summer goods
were frequently reported too low
to warrant the usual heavy clear
ance promotions.
"A few stores felt that the re
duction In WPA rolls was already
cutting into sales totals, but the
majority found no appreciable
change as yet In this type ot buy
ing.

Two British Columbia survey
parties now are working slowly
through the province's northland,
mapping out two suggested routes
for tbe road. A S25.UOO grant was
approved by the last provincial
legislature, to pay tor the prelim
inary surveys.
One route follows tbe coastline,
the other lies behind the towering
coast range mountains.
The coast route would be north
from Haielton, then west through
Telegraph creek and Atlln with a
maximum altitude of 5000 feet at
some points.
The interior route, slightly
longer, would follow the Peace,
Liard and Pelly rivers from Fin-
lay Forks, through Whitewater,
Llard Post, Frances Lake, Ross
River and pelly Crossing, then on
to Dawson, Y. T.
Maximum altitude ot this route
would be about 3160 feet and Its
sponsors claim the longer distance
would be compensated by better
weather conditions In the winter
months, making it easier to keep
tbe road open all year.

The house, tonight passed the
Hatch "clean politics" bill which
may serve to cripple the democra
tic national committee's political
machine In 1940 and favor the
nomination of a presidential enn
dltlnto who might not hnve full
support of the national organisa
tion. The bill, whli'h would divorce
politics from relief and outlaw
political activities by all fed
eral employes except t ho presi
dent, vlco president cabinet of
flrvra and other pollry-innklnil
officials, has bw'n approved by
tho senate which Is expected to
concur In minor houso channel.
The roll call vote on pnssago,
which came after tho houso had
been In continuous session fur 11
hours, wns announced as 243 to
143. A few minutes earlier the
house had refused by a record
vote ot 23 to 146 to send the
measure back to committee. This
motion was Introduced by Arthur
D. Healey, (D-.Muss.), who as
sailed the bill as "unconstitu
tional." The measure, authored by Sen.
Carl Hatch, (D-N. 11.), first wus
Introduced last year aa au amend
ment to tho 193 federal relief
bill but was defeated at that time
on the plea ot Senate Majority
Leader Alben W. llnrkley,
(D-Ky.). A senate committee In
vestigation Into the alleged co
ercion ot relief workers In last
fall's election resulted in revival
of the legislation. Uarkley'a atate
of Kentucky was one ot those de
nounced by the senate committee.
While President Roosevelt
has never expressed liliiuelf
definitely for or against the
measure, It was opposed vigor
ously by house democratic lead
ers ami the national democratic
organization headed by Post
master General James A. Kar-
Republicans and a group ot
democrats led by Rep. Jack Demp
sey (D-N. II.), stood solidly be
hind It and succeeded In restoring
drastic provisions which the
house Judiciary committee struck
from the senate version.
The provisions bar U. S. district
attorneys, postmasters, Internal
revenue collectors and other vote-
getting officials whose Jobs are
considered definitely of the pat
ronage variety, from participating
actively In political campaigns.
