The United States to night courteously declined the Uruguayan invitation to partici pate with other American nations in efforts to mediate the civil war in Spain. The refusal was contained In a formal note handed by Acting Secretary of State William Phil lips to the Uruguayan Minister J. Rlchling, late today. The American note was couched in language exceptionally cour teous even for a diplomatic com munication. - Phillips praised the motives which prompted the Uruguayan government to suggest joint med iatory efforts by the American nations in an attempt to bring about a cessation of the bloody civil war in Spain, but declared that such action would be con trary to the United States' de clared policy of strict non-interference in the internal affairs of other nations. DKOWX9 HIMSELF SALEM, Aug. 21 (JP) Harry Hill, 47, a patient at the Oregon state hospital, drowned himself in s reservoir at the rear of the Institution today, officials said. Hill was twice received at the hospital, records showed. His commitment was May 3. 1927. He previously lived in Multno mah county. Loyalists were reported strengthening positions near Te- ruel while Catalan columns re ported the capture of Capse, near Zaragoia. Other reports staled that loyalists had surrounded the city of Huesca 'further north of Zaragosa. Vancouver Harbor Swept by Flames; Damage $700,000 VANCOUVER. B. C. Aug. 1 (U.P.). Officials tonight opened Investigation Into the disastrous fire that swept across Vancou ver'! waterfront Thursday morn ing, destroying the Ice hockey arena, auditorium, two shipyards, and a motorboat construction plant and -causing damage esti mated at $700,000. After fire department officials expressed belief that the tire started In the Fenner and Hood Motorboat company, civic officials ordered an Immediate Investiga tion and attempted to determine the amount of the damage. . Three firemen were injured fighting the flames and a woman was treated for shock when she collapsed after her home caught on fire. The Injured were Wil liam Scott. William Bailey, and Murdo Morrison, all firemen, and Mrs. Benjamin Redding. Starting In the waterfront' mo torboat plant, the flames leaped to the arena where 3000 persons had watched Max Baer knock out James J. Walsh less than three hours before, and quickly pene trated the entire block of wooden structures. Guy Patrick, one of the mem bers of the family which owns the arena, said It probably would not be rebuilt, and Indications are that the auditorium was dam aged too much to be restored. Statistics show that, In cities of more than 10,000 population, 67 per cent of the persons killed In automobile accidents are pe destrians, while In rural regions only 33 per cent are pedestrians.
