Exactly what form of government- Franco might favor for his dictatorship has not been made dear, but many of the in surgents are Fascists. In either event, democracy Is oft the cards. -. .What Is going on in Spain is another striking example of the violent swings either to left or right which have marked most governmental changes aince the World war. Here are Socialists, Commun ists and similar elements popu larly described as "the left' in conflict with the Interests repre senting the other extreme, the so- called conservatives or "the ! Right," who Include capital and aristocracy. Moderates Gone Tha middle parties, tha Mod erates, have been swallowed up. This same thing has happened In most of the upheavals In other countries. There has been no half-way mark. ' The trend In revolutions throughout tha worl dsince the Great War has been away from mla by the people. Democracy as America knows It has had a hard knock. - In its place has arisen Fascism, or soma form of it, and Communism or extreme Social ism. Fascism, originated by Musso lini la 1919, is the antithesis of demooracyS It calls for a totali tarian rule, that Is, one in which only one political party is per mitted to exist, and in which the Individual la aubordlnated to the good of the state. A dictatorship Is essential, and the dictator decides what Is good for the state. Communism in Theory : Communism in theory calls for rule by the proletariat, or masses, for the good of the masses. How ever, It also holds that success ful governmental change can be effected only by revolution and the reconstruction of society, and It provides for dictatorship at the outset. Thus far Communism has not progressed much beyond the point of fierce dictatorship, so that In effect In Communist coun tries there is totalitarian rule dif fering little from Fascism as tar aa democracy is concerned. Russia presented the first not able swing to the left. The Com munistic revolution spread until today the numerous countries In the Soviet Union comprise about one-seventh of the earth's area. Outside this domain the Reds have been thrusting vigorously and persistently Into Spain, France, China, Mexico and many parte of South America. . There are few spots on the globe which have not received the party's at tention. Both Fascism and Nail Ism were in part the outgrowth of the rapid spread of Communism and extreme Socialism. One of the first Items on the programs of both Mussolini and Hitler called for the absolute elimination of Comunlsla and other extremists. Ostensibly, Ibuth of those colorful and all-powcrr ful dictators succeeded In this aim, , ' i Fascist Italy and Nntl Gor many are the outstanding ex amples of the totalitarian state with ita absolute dictatorship. Mussolini and Hitler, both or whom were pioneers in the cre ation of new social structure, and the moat widely known of the dictatorships. : Whtlo Naxlism has been con fined largely to Germany and Austria, to Mussolini falls the credit of having started a world movement. Among the new Fascist states are Lithuania, under the dicta torship of President Aantaa Sme tona; Estonia, governed by Pres ident Constnntln Pacts; and Para guay one of the latest under Its president, Colonel Rafael Fin nco. i There are other dictatorships, however, which have nt been labeled will) any political tag. Among them are Turkey, long under the absolute rule of the famous Kamal Ataturk; Austria, whose dictatorial leader Is Chan cellor Kurt Schuschnlgg; Poland, in tne nands of General Edward Rydt Smigly, on whose shoulders fell the mantle of the late Mar shal) Joseph Pllsudski: Latvia, whose dictatorship is Prime Min ister Karl Ulmania; Bolivia, under President Colonel David Toro: and Greece, which onlv a few days ago came under tlia dicta torship of General John Melaxas, the premier, who announced he was acting with the approval of King George, DEVELOPS CHICAGO, Aug.
