The unregulated use of the following described areas is, in my judgment, a menace to life and property due to the inflam mable debris upon the ground, and also the Inaccessibility ot much of the territory because of the lack of roads and trails, and such un regulated use ot said areas la un lawful: All areas within the bound aries of the Nationnl Forests in Oregon, except the Siuslaw Na tional Forest, and all timbered lands outside the National For est boundariea adjacent to the Rogue River National Forest, lamis in the Jenny Creek Water shed north ot the Ashland Klamath Falls Highway and west ot the Jenny Creek Road in Ts. 38, 39 and 40 S., Rs. 3 and 4 E.
