Women Hear Root Plead the Cause Of World Court Committee Room Crowded a Veteran Statesman Urges Adherence of United Stages to The Historic Protocol WASHINGTON'. Jan. 21 (AP) A group of women today as the venerable American statesman, Elihu Root, crowded the senate foreign relations committee room urged American adherence to the world court. Mr. Root, who will be 86 years old next month, could barely be heard above the babble of voices and con fusion outsido the committee room as he related his part in drafting the modified proposal for American adherence Sitting at the end of Ions i of the council as I h meantuc tahle opposite Chairman Borah, j of the term iuteuded la tho res- , iin opponent of the court, .Mr. j ervation. There was Ignorauce as to tho scope the tinted States would Rive to tho term 'Interest. ' It micht mean legal Interest. It might ineau political interest and .so forth." Mr. Knot, a former secretary of Mate, recited instances of tin application of such provisions tu oilier treaties. Ho recalled the treaty of 1S33 with Russia which he raid was terminated. "No difficulties arise any more over termination,'- he said. "So the senates reservation and Us acceptance very much relieved the rlif ''v in making the agreeme. Boot then took up the nego tiations for meeting the senate's objectionable reservation regard ing advisory opinions. He met two years ago with other inter national jurists to solve the problem. Reading the solution then worked out, as provided in the protocol now before the senate. Root said, "'it does not in the Hoot, was not interrupted as he went into the history of tho tribunal and tho details of Amer ica's first proposal to enter the court with reservation five years a no. Ho said there were two nb alacles In the way of acceptance hy other powers of the senate reservation rut upon American adherence in 1926. This reser vation provided that tlio court should not render an advisory opinion on any question In which the United States had, or claimed to have, an interest without first obtaining the consent of this government- First - he said. In the asking nf advisory opinions ot the court, the assembly and the council of the league ot nations would be obliged to proceed in ignorance ot the attitude of the United States. It would throw doubt and delay around all proceed ings. "Second, there was ignorance en the part ot the other powers nr mum niiMP IILLLII HUNG CONSERVATION Tl OF If 110 LIFE should have a SAI.KM.
