This may seem paradoxical, but a calm study of traffic, par ticularly in Astoria, will convince one that the careless stopper exceeds the speeder as a menace, not only in the matter of safety, but in delay in the movement of traffic. , Speeding is totally indefensible at times, and is next to harmless at others.
