Probably there were a dozen or more men who were just as deeply interested in the Kelso row as the editor, but, because "the things they do and say are not emblazoned to the worli every day, they escape the slings and arrows of outrageous fortune that fall upon the devoted peacl of the editor. His job is a peculiar one. He often funds himself in a town row that he cannot escape if he has any convictions and is not afraid to ex press theni. He has a choice. He can give his views on the situation or he can be a jackrabbit. If he tries to carry water on both shoulders' he is pretty sure to spill some of it down his neck. If he takes sides," he is bound to offend the other half of his constituency. If he doesn't take sides he is maligned as a coward. If he is a phil osopher he -will go into the fight, with the confident knowledge that many of those who can think of nothing mean enough to say about him will in the next" important battle be arrayed on his side of whatever controversy may be involved. It is the wheel of fortune. He makes enemies and expects to. Being human he is sorry for it, but knows it is inevitable. The worth while enemies that he makes recognize his peculiar position and respect it. The two by fours- show their twobyf oumess by nurs- . ing their grudges, slandering him when possible or shoot ing him in the dark. The Kelso editor was shot in the dark. Will Intervene "In view of the announcement made recently that ' the Northern lines are considering the extension j of the ' Oregon Trunk Railway to ' California, the directors of the tils-j trict believe that the district should intervene in the matter of -the application of the Southern Pa cific for permission to construct j the Modoc Northern to Cornell, Call-; tornia. ' j "The district's position Is that if j this application Is granted it should ; ' carry the common user proviso. ltcnsoii Given j "There are several reasons why . this proviso should be included, one . of the outstanding ones being the' probable increased cost of district' maintenance should two lines be ; built through the valley. I "Another reason is that if two lines are built the district will lose a large amount of' irrigated land by reason of the territory taken up ; by rights of way. , . The rea son for a verbil opinion was to meet the necessity for quick action because of various state duties that would be immediately , necessary; sho6ld the election have been cal-H led, such as certifications to county officers and the filing of urgumeuts for voters pamphlets. .Nearly Unanimous Chief Justice MoDriclo said there was a possibility that one justice would dissent, but that all the others six were very decided In their opinion that the governor had a constitutional right to veto the spec ial election bill, inasmuch as it was a simple legislative act with no le gal status different from any other legislative act. The special election bill was pas sed by the legislature .and provid ed that the election be called in eTent the referendum were invoked against any of the revenue produc ing acts of the legislature, in which event all measures referred to the people by the legislature itself also would he Toted on except the east ern Oregon normal school bill. The referendum was Invoked on the to bacco tax bill, the bus bill and tho lltliing bill, but the governor had vetoed the special election act, so that operation of all these measures is now held up pending the general election in November 1926. , Politics Charged - The governor was charged with having vetoed the bill for the rea son that he wanted the Dennis resolution, proposing an Inhibition against income and inheritance taxes in Oregon for 15 years, and a state Income tax bill both to go before bbe -people in November, 1926, so he could set them over against each other as a gubernatorial campaign ism i ) fc. 5 Pi iv , i.;.(W 1 Ilull-doKgliiK Is always an excttliiK sport.
