There ore qunrrols of twenty-years standing on this project. The old Reclamation Service was. In many cases unjust. Everything will tend to show that if a man was In favor with the Reclamation Sorvico be could got more relief than the man who was not in tholr favor. On tho other hand, the water users were of ton tin Iho wrong. We have In herited thoao quarrela. They must be sullied. When we come to act lie them we want to put our settle ments up to you knowing that you know our pcnlilon In the matter. We want to say now that is the at titude ot the majority of this bsard of directors that whon a man comes to us for holp, It is not a question of whether ho is a frlond of ours or not, but whether bo needs It. We have inherited those quarrels but they must be settled, they cannot continue. The board ot d!re:tors that Just wont out should be glad that thoy got out when they did. Dr. Work. F ROM week to week other articles will be added, with the idea of making this section a real aid to community betterment. The Evening Herald are but strangers and foreigners with me." That is at. t nave , siy except that we would like lo ride with you through that canyon.. Mr. Bradbury. What I would Ilka to speak of Is to refer back to the tax matter again. That is. In this way,- as an explanation. The Irrigation District law was passed In 1917,' and I worked witb the government attorney on that mat ter. I waa a member of the com mit tco that made tbe bill entirely through the session. . I have been criticized tor getting the district under the! Irrigation district plan, but I believe thit It was necessary to- get under that plan for this reason. ! The people must get used to tho idea of their own responsib lllty." I am roppo3cd to the blanket relief myself, but 1 will ask you to bear In mind this fact as to the taxes. They are assessed and col lected by the state. This is the as surance the bond holders have that their money wll be collected, but the time comes and has come and through regrettable conditions here we have accrued great delinquen cies, like we have here, add tax measures must be taken. Now the Doctor has said that we should col lect some Of these debts that aro owing us, but under the law we cannot do that. The District can not do that. We bave to treat everyone alike- under the law. It we start foreclosure proceedings we have to foreclose every one. That is the reason that we aro trying to work out a plan that will, In a measure, give general relief. I don't ask ilio government to give this blanket Tellet. I am asking that we be permitted to do some of these things for ourselves. I be lieve tho District should assumo some of ita responsibility. It Is well for the officials ot the govern ment to know the individual condi tions, but it Is up to us, as offi cers ot the District, to tnko the per sonal matters into conslderaion and doul with the Individuals. That Is what we aro trying to do. It is our responsibility. I don't know that I have anything mora to say on this subject. i Dr. Drew. This tax situation is the most critical ot anything we have to' face in Klamath County, and it is a thing that has been growing for a number ot years. The majority ot our tax payors are moat ing their obligations. On tho other hand, we have some agitators who are advising those people and try ing all the time to stir up agitation. Two ot those men who enmo here and talked wroto articles which thoy were almost ashamed to fnthor, advising peoplo In this very town not. to pay their taxes. . They hove caused a roat doal ot our delin quent taxm, but on tho other hand, we have people who became Involved during tho depression who have stayed on tholr farms and worked, and boenmo delinquent in their taxes and havo boon unable to pay, and I fool that thoy should h'lvo some rollof. I think those agitators are to blamo for about one bait ot the delinquent taxes, nnd thon, as you have said, we have a tow ljn;l Speculators who owe a great deal, (Continued on page seven) Concirete for Permanence Economical - - - Everlasting If you build for a home or for sale purposes, you cannot afford to overlook the advantages of concrete construction.
