Hlmuld ansplclons bo backed by facts, the persons aro cited to give roason why a fraud order should not be Issued ugainst them. A bear lug is conducted and, If the charg os are sustalnod, all postmastorsre ordered to return to the senders al) mall addressed to the person or com pany In question. Those not bear ing return addrosses find their way to the dead letter office, and the money enclosed Is turned Into the national treasury. Very often the fraud order la followed, by court action against the offenders. In rocent months Postmaster Gen eral New has Instituted determined campaign agalsst mall frauds. Espe cially bave bis efforts been directed agalnat purveyors of wortblesa oil stock and lands In the southwest, As a result many operators have been tripped up In their promises of thou sands of per cent of profit to their dnpo Investors. Fake stocks are tho principal com modity dealt in by thoso who milk gullible readers of circulars and ad vertisements, but many uxlque and Interesting schemes to market other rommidltles havo been uncovered by the department's activities. One of tho most recent was the case of a man who advertised blooded hunt ing dogs at very low prices and del ivered mongrels picked up at ran dom, with faked pedigrees. Another advertiser boasted of hav ing found a sure cure for tubercu losis, but when government chemists discovered the brown, slrupy liquid was mainly creosote and maltose, a fraud order speedily put him out of business. Schemes to beat the prohibition laws often come to the attention of the postal authorities. Several con sisted of powders to which water was to be atided to produce wines, beers or other alcoholic drinks.
