"Tho war finance corporation has
appointed or will appoint agricultural
loan agencies in the various agricul
tural and livestock sections of the
cosntry.
Agencies Take Applications.
'AH applications for advances must
bo submitted in tho first instance to
an agricultural loan agency and all
requests for information aa to pro
cdne in obtaining advances or as to
the'' character of security required
tymld be addressed to such Tin
agency.
"The agency through which the ap
plication is submitted may, before
making its recommendation to the
war finance corporation, call for ad
ditional Information, including state
ments of condition of tho makers or
indorscrs of notes, drafts, bills of
exchange or other evidences of in
debtedness offered as collateral
security for the adranco applied for,
"Tho agency will refer tho appli
cation, together with Its recommen
dations, to tho war flnanco corpora
tion at Washington. If the applica
tion is approved the war finance cor
poration will arrange with a bank
ronvcnlontly located to make tho ad
vance, as fiscal agent for tho war
finance corporation, against the do
cuments specified in tho application.
"Section 24, paragraph 2, of tho
war flnanco corporation act, autho
rizes the corporation in exceptional
cases to purchaso from domestic
banks, bankers, or trust companies
notes, drafts, bills of exchange or
other instruments pt Indebtedness
secured by chattel mortgages, ware
house receipts, bills of lading or othor
Instruments in writing conveying or
securing marketable title to staple
agricultural products, including live
stock. Such purchases may bo made
at any time prior to July 1, 1922.

is under some statutory or other legal
disability to apply for and obtain an
advance pursuant to the provision of

matter of fact, the applicant is un
able, because of any limitation im
posed by law r by any charter pro
vlblon or otherwise to make further
borrowings the text and tenor of;
auch limitation should be specifically
set forth. . ,

11 Information Required.

corporation, Washington, D. C. Tho
Inquiry must glvo full Information
upon which tho claim that It is an
exceptional caso within the meaning
of tho law is based. If such informa
tion Indicates that an 'oxceptlonal
caso' may exist, forms for applica
tions will bo forwarded to applicant."
