"Section 24, paragraph 2, of tho war flnanco corporation act, autho rizes the corporation in exceptional cases to purchaso from domestic banks, bankers, or trust companies notes, drafts, bills of exchange or other instruments pt Indebtedness secured by chattel mortgages, ware house receipts, bills of lading or othor Instruments in writing conveying or securing marketable title to staple agricultural products, including live stock.
