""""-'"""" ;''' w-'-'--'w'''-w.w "Capital and Industry -Keep Out" WOULD YOU, AS A PATRIOTIC CITIZEN OF OREGON, PLACE SUCH A SIGN ON THE BORDERS OF THE STATE? That is exactly what you will help to do if you do nothing to prevent the passage of measure No. 314 and 315 on the November ballot, entitled, "Con stitutional Amendment Fixing Legal rate of Interest in Oregon." Thu measure proposes to limit the rate of interest in Oregon to 5 per cent You can, bylaw, fix the rate of interest in Oregon, but you cannot, by law, force the loaning of money in this state, when a much higher rate can be secured elsewhere. The passage of this measure would force the withdrawal of the millions of foreign capital which is today loaned on factories, business and real estate in the state and send your local money owners outside of the state to better investments. , Passage of this measure would mean foreclosure of thousands of mort-' gages; would result in financial paralysis, and would mean widespread unem- X0?'' no doubA understand the viciousness of this measure, but have you talked to your neighbors and friends about it? It cannot bo denied by any but tho bllndot partisans that tho fltitli congress, which had .. democratic majority In houso nnd sonutn, and which was nb-olmely dominated by senators and representatives from tho southern states, discriminated against tho northern, mldwestom states. That congress collected tho bulk of tho revenue nocdi'd to carry on tho war against Oermany from tho three other soctlona ot tho coun try, but spent most ot It In tho "solid south. Most ot the great government war work plants, army camps and aviation fields wore established In the south largely paUt for with taxes collected fromth6 rcliialndu'f ot tho country. Thu minority south not only dom inated congress, through the caucus system, but It collected Immense sums from thn othor sections of tho country nnd spent most ot tho money In tho south. Ono example ot other discrimin ation procured by tho "southern ring" then In control of congress will nuttier That congress fixed a gov ernment price on whut. It refused to fix a prlco on cotton purely n southern product. Whlto the northern, mid-western and western statos supplied most ot tho soldiers that woro needed to win tho war with Germany, and afao sup plied tho grcator part of the revenue collected to pay tho war expenses, tho l'C southern states, dominating congress, secured most of tho money spent In this country during the war When the elections camo for (ho 66th congress tho people of tch coun try, excepting those In the south. having been Informed of these un just and discriminatory conditions, elected a republican houso majority of forty-six and a senate majority ot two. If a democratic congress should be elected In November Ihcao condi tions undoubtedly would bo repeated. The southern congressmen, voting en bloc" nnd dominating every dem ocratic caucus, would again gain con trol of the revenues ot the whole country, and tax the people for mon ey that would be largely spent In public Improvements in the Sonth, Do the people of tho North, tho Mid-West and the West(deslro a re turn to congressional conditions wbero one small section of the coun try, of sparse population, and paying comparatively a srmli part of the taxes, can dominate the whole, Cong ress T That Is the question the re publican managers are now putting np to the electorate In this campaign. JBFFER80N CITY, Mo., Oct. 19. Women in Missouri will not bo re quired to cast their vote on special ballots in tho Novombor election. This Is tho substance of an opinion delivered to secretary of the state by Attorney General Frank W. McAl lister. Tho attorney general held that what Is known as the "pink ballot law," passed by the last general as sembly, Is void and should be disre garded. The law requires that the ballots for women shall be printed on pinktcolored papers, bonce tho name of the law. In bis opinion the attorney goneral said that there was no necessity for the law; that the full franchise priv ilege has been granted for women by tne 19th amendment to the federal constitution. The law apparently violates and scecrecy o! the 'ballot boa in distinguishing between the color of the ballots for men and wom en, he said.
