The directors of the Klamath Jr,rl
Ration district at their meeting Mon
day formally discussed the con
tract submitted by tho government
tor the taklnie over by the district ot
operation and maintenance ot the
distribution system. While no dell !
nlte action was taken, It Is reported ,
that the contract In Its present form
Is not acceptable.
Tho principal difficulty lies In the
tact that the government would re
tain control ot the main canals, head
gates and buildings and all parts ot
the general system supplying water
to lands outside the district. This,
directors assert, would result in a
dust control and a duplication ot la
bor and cost. For one thing It would
virtually mean two sets ot ditch
leader, one tor the government sad
l-one tor the district, and other main
tenance features would likewise be
duplicated.
The directors sentiment, as report
ed. Is that the district, it It takes ov
er the system, should take It over In
Its entirety.

MANY REASONS FOR
VILLA'S ATTITUDE
EL PASO, Texas, June 30. Re
venge, priue, jealousy ana tear are
given In various stories being told
along the Mexican border, as to the
motive that led Francisco Villa, the
bandit, to refuse to make peace with
the new government.
The most pretentious version was
told hero recently by Fernando Pall-
clous, Mexican journalist, who until
recent revolution was a campaign
manager for Pahlo Qonialei, candi
date for the presidency of Mexico.
According to the Journalist, negot
iations were going smoothly between
Villa's emissaries and representa
tives of the government when the
provisional governor ot the ststo of
Chihuahua, Tamas Gameros, offered
a reward ot 100,000 pesos for Villa
dead or alive."
Governor Cameron, according to
ralaclos. offered the reward to re
venge himself against Villa for tho
death of a son the bandit Is credited
with killing, and prevent peace being-made
with the bandit.
Villa, It Is said, was advised ot the
reward and refused to negotiate fur
ther, fearing "double cross."
Another story, being told that
pride kept Villa from making terms.
This story Is to the effect Villa was
ready and willing to quit, but Gener

erta's camp refused to meet Villa
personally at Villa's camp. Villa
sent envoys to Callas but refused of
fers made by the government offic
ials, because his pride was touched
by Callo's refusal to deal personally.!
