While no dell ! nlte action was taken, It Is reported , that the contract In Its present form Is not acceptable. Tho principal difficulty lies In the tact that the government would re tain control ot the main canals, head gates and buildings and all parts ot the general system supplying water to lands outside the district. This, directors assert, would result in a dust control and a duplication ot la bor and cost.
