The British sub marine E-23 this morning torpedoed a large German battleship off Nassau. After the submarine made its first attack on the vessel it penetrated a cordon of destroyers escorting the ship and again torpedoed it. It is be lieved that the battleship was sunk. This was decided last evening by the city coun cil, after it was learned that the pav ing could be done by the city entering into a contract with the government for the work. When the work of grading and plac ing of rock on Eleventh street was be ing done, no work was done on that : half of the street that lies adjacent to , the government property.
