R. 11,424), presented by Rrpresentatlve Darnhart, of Indiana, the first section of which prevides: "That all clerks, assistant clerks, messengers, and assistant messengers of standing committees of the United States senate and house of representa tives, and all clerks to senators and secretaries to members of the house of representatives, who are serving in such positions at the date of the pas sage of this Act, or who may hereafter serve for a period of two years or more, shall, upon the certification as to their eligibility by the senators and members of the house of representa tives under whom such service is ren-' dered, be appointed to positions under the federal government wltout regard a. .iit t .1 . u.tit. iu civil service ruico uuu rcguitiiiuus. i This-would provide for an army of Invasion of the United States civil service at the rate of 2,000 employes a year, and it is suggested that the United States civil service reform league get busy Immediately with a program of preparedness.' The bill shows clearly that Mr. Barnhart sees the handwriting 'on1 the wall. If It could be shoved through during the present session of congress It would open the way for placing a great num ber of democratic pets on the perma nent' roll. It Is noted that there is no limit to the number of employes a senator or representative may have at the time the bill is passed. Of course the republicans, true to their record on civil service reform, would repeal the law immediately after -March 4 th, 1917, but the pets of the Capitol would have been placed. Mr. Barnhart knows that if the democrats were to win there would be no necessity for such a measure, because the demo crats pay no attention whatever to civil "service. This slide and a number like it will I form ono of ten or twelvo panels of a child welfare exhibit that is to bo started over the state about April 15 by the Oregon Child Welfaro com mission.
