The resolutions expose the hollowness of the pretense that federal control is necessary to pre vent harmful monopoly, and declares the provisions of the Ferris bill pro hibitive of development. It asserts the rights of the Western states to the same control over their waters as enjoyed by all other states. In their efforts to Justify the Ferris bill, advocates of federal control and of the restrictions imposed by that bill persistently trot out the monopoly bogey. In so doing they ignore en tirely the efficient regulative bodies of the states and the right reserved by the states to acquire water power plants and sites by exercising the right of eminent domain. Existence of harmful monopoly Is thus made Im possible. They ignore also the fundamental principle of equality among the states. It forbids congress to use government ownership of power sites as a lever wherewith to oust the Western states from control or their water. In this controversy it is imperative that the people of the West stand to gether for the full development of their water resources under state au thority. The interest of California, Oregon and Washington Is Identical In this matter. Their people should pull together and should refuse to be deluded by those who falsely charge the defenders of their rights with be ing the tools of a power trust, which lis wholly mythical. . Bend street, London's aristocratic show shop thor oughfare, Is suffering heavily on ac count of the war, it was learned for the first time today. Some Bend street shop owners already have ap peared in court requesting a reduc tion of their valuation, and have sum moned witnesses to prove their cases. Evidences elicits that there are now thirty-three vacant shops In New Bend street and ten In Old Bend street, whereas there was not'a single vacancy at the beginning of the war. Many shopkeepers have moved their stocks to less expensive neighbor hoods. There is practically no sals for lux urious laces, expensive Jewelry, Chi nese porcelains, Italian embroideries, paintings by old masters and hun dreds of other articles usually bought by the rich. The situation, according to the Bend street salesmen, Is chiefly due to the absence of American and conti nental buyers. The British trad is practically nil. Geologists In view of the ever-increasing de mand for gasoline and the Increase In price of crude oil, from which It is obtained, It Is important to know that an almost Inexhaustible supply of oil may be obtained ''from the shale of northwestern Colorado, northeastern Utah and Southwestern Wyoming. This shale contains materials which,1 when heated, may be converted into crude oil, gas and ammonia. 'The oil derived from the shale Is 8lmlliar to that which la being pro duced from wells in the United States at the rate of more than 25,000,000 barrels a year. One ton of this shalo should therefore yield nearly 10 gal lons of gasoline by the present com mercial methods of gasollno extrac tion, and larger yields may bo made posslblo by new methods.
