And for this he Is to be highly commended. Tke etty charter provides that un sightly places which become nuis ances shall be ordered cleaned up aad leaves tke judgment as to tke ex teat of tke nuisance to the Chief of Police. It provides that ke ehall notify the property owner aad If tke places Is not cleaned up within lve daya a aotlce shall be posted la a cosnptcuoua plaee on the property stating tke facta of the law aad thea It proper aetloa la aot takea tke of fender may be haled Into court aad fined. The chief haa been working for several weeks bow aad lads a gen eral good, feeling aad willingness to remedy, tkese defects wherever he happens to And them. Yet aome do not take tke proper attitude and want to see Jim Joaea Bert door or down the street tea or fifteen blocks away clean up his place first. If all took this attitude we would have a One appearing city. Everybody would be waiting for the next : aad practically none would do the work. It la up to every person to show enough civic pride aad love for their community to see that tka chiefs requests are promptly attended to and beat Urn to it if we caa. Another thing or two that the people of Klamath Falls should pay more attention to and observe Is the puttlag la and attending to of alee appearing lawns, trees aad shrub bery. Nothing appeals to a stranger within our gates so strongly aa well kept lawns, properly located trees and a general aeat aad attractive avpearaace about tke -homes. It de notes thrift, good business and a general whole-hearted, cleaa-mladed spirit throughout a community. The attitude of Portland toward this community, and the readlaesa of the Portland Chamber of Commerce to cooperate with the Klamath Com mercial Club as toon as It Is reor ganised on the right- lines, aa pro posed, and ready to give united sup port to a systematic developmeat program, as expressed by Mr. Mills In his remarks at the luncheon, aad as further enlarged upon by ktm la private conversation with some ot our citlieas, Is a matter of the great est moment to all this section. It means that Klamath Falls wilt, un der the new plans, have the backing of the powerful Portland organisa tion la all Its large undertakings for the development of this section. It only remalna for us to make of the Commercial Club the right kind and the large organisation it ahould be, and launch It upon a detalte con structive work, broad la scope and comprehensive In character, ready to unite with others of like mind aad character In promoting work for the What theWar Moves Mean MEN MATURED ARE STUDENTS BY J. KLAMATH HAS the stuff. do we knowT How IT HAS BEEN demonstrated too many times before it waa demon strated yesterday at the luncheon at the Pelican. IF YOU OET Jumped on by the Chief of Police or the City Health Officer for having a nuisance lark ing around your place, take It like a man. IT MAY HAVE been there so long that you have become used to It But another person will notice It GREEN QRA88, trees and good sidewalks denote good people, good homes, a prosperous community and contentment HOW DOES Klamath stack up? because ot the wnr. For months the government authorities have evaded labors frequout chnllengcs. Military discipline Is now necessary to prevent a coal famine Not only aro the munitions factories depend ent upon a constant supply of coal but a shortage would sorlously crip lo the nary., Tho covcrnmont Is now forced for the sako of self-pres ervation to comDel the miners to end the wage atrlke. The point at issue is not tho in creased wags Itself but the manner of appllcatlsa. The operators are willing to pay more but because of the unusual conditions accompany lag the war, ask that the advance be temporary la the form of a war bon us. The miners rejected this pro posal aad demaad that the Increased wage be made permanent and effect ive Immediately. The miners refuse to mediate thus Inviting conflict with the government regulation that in dustrial troubles must bo submitted for arbitration. The situation is all the more serious because the miners are the aristocrats of unionism. They aro regarded as the most pow erful unloa In all England. The miner workers receive the highest avenage (wage paid any organised working class. The unton has long possessed a privileged position In labor circles. The union which includes 160,000 workers la made up of hardy mea who have grown accustomed to ever- awing the weaker trade unions. The miners expect to wage their fight on the enticing basis that the outcome of this struggle will determine the future of trade unionism la Eng land. If the allied unions can be forced to Join In on a sympathetic strike, the miners believe that the government will be compelled to re open the mlnea by hastening an award favorable to the workers Ir respective of the merits of the con iroversy. rernapa tne miners are working for this hoping to win great union victory greater thaa aay other in the history of organised labor In England.
