I will see that one hundred cents In ralue is returned for every dollar spent, not only in pavement, but in every other depart ment of the city government. I favor the rigid enforcement of contract and specifications, and will personally see that this is done in every contract that the city may have. In all public -work I am in favor of the employment of home labor. I be lieve that every man who is now here is the one entitled to first considers-' log all seasons of the year, and tlon, and .It elected I favor the estab lishment of a city register, where such men as desire work shall place their names, so that they shall be 'In line for employment by the contractors doing the public work. I am In favor of the construction of the Second street boulevard, as well a6 a driveway entirely around Lake Ewauna, connecting with one to the Upper Lake, and such other Improve ments as will enhance the beauty of this scenic gem. Lake Ewauna has too long been neglected, and I will do all that I can to bring about the com pletion of this boulevard and these Improvements during my administration. Under my administration this city shall forge ahead in a reasonable, rational way free from frenxled finance and fake promotion schemes; it shall be a progressive city, or I will turn the office of mayor over to some one else. Municipal Ownership This Is another Infant of campaign birth brought forth just before elec tions, to be placed aaleep again Im mediately following the closing of the ballot boxes. I am In favor of the city acquiring Its own water works ite present one. If equitable "terms can be reached with the present own ers; a new one if a fair price cannot be agreed upon. .This can be done without adding one cent to the bur den of taxation or increasing the cost of water to the consumer. I believe that water rates can be lowered. I favor charter amendments that will make It impossible for future admin istrations, to increase water rates or exceed the Income of the water de partment without a vote of the peo ple, thus providing a check for reck lessness In the conduct of such a wa ter department. I am most heartily in favor of the entrance of the Kern Urothers' power line; not, however, under the terms of a franchise, but under those of a permit to use the streets of the city. They should be admitted on the same terms as those now enjoyed by the present company. If they are in food faith, this will be suxclcnt; If they are not in good faith, then we do jjot want them. I am opposed to grant ing them a franchise that they may use for barter and sale, and one that the city may have to buy back at the not far distant future. But a short time remains until Klamath Kails will be operating Its own power and light plant, and when that question comes up, we do not want a franchise to arise as a barrier to the consumma tion of such a program. ProMMUoa and Saloons lam In favor of the strict, enforce ment of the lav. If this city shall remain "wet," then the saloons shall run under the provisions of the law, honestly aad Impartially adminis tered. If It should be voted "dry," then It will be "dry" In every sense the word, I will assume the per- r sonal responsibility of seeing that the local option law la not violated, and I will not hide behind my chief of police, or any other official, on this question. If there are violations suf ficient to attract the attention of even a very small number of ci Usees, then there shall be violation enough to at tract the attention of any official, aad 1 may be considered false to my pledges should I fall to detect such violations and force "the. Offenders to suffer the penalty of the law. Police DeparUnent I do not believe that there is any necessity for a police force as large as that now maintained, and If elected I will reduce it to not more than Jbree, or even less. If conditions warrant It. The money now being wasted In this manner might be better spent In the construction of crosswslks or other street Improvements. If elected I 111 make a clean sweep of this de partment, and will appoint only such men as will meet the qualifications of efficient officers. Fire Department 1 believe that the recommendation of the members of the .ire depart ment should be recognised in the ap pointment of the fire chief. These men give their time without money and without price at all hours of the day or night In the protection of life and property against Are, and I be lieve that they should have substan tial recognition from the city govern ment. Adequate quarters should be furnished by the city, and n comfort- ablo and well equipped reading room provided In the city hall. Oratltude for what they have done aad fer what they stand ready to do demands this modicum of recognition, and should I be elected, I shall do every thing 1 can to see that It Is granted. System 1 believe that a more business-like syHiein for tbo expenditure of tho moneys of the city should be estab lished, and if elected the first duty I shall undertake Is the Inauguration of a plan of requisitions that will secure for tho city full value for the money spent aa a check against reckless ex-. travagance and Irresponsible buying. In conclusion, I- wish to add that I luvite through the columns of the newspapers of the city communica tions on any Questions that may arise In the mlndt of the voters. The news. papers will be glad to glve-publiclty, free of charge, to such letters, as well as my replies, and thus furnish an opportunity for aa open discussion before all of the people.
