The let ter follews: "We have been shown a newspaper clipping from the Klamath Repub lican of December 19 th last, In which It Is sUted that the question ot a Ore alarm fo'r the city Is being considered, and we note that It arrangements can be made with the telephone company for the operation of a telephone Are alarm that such system might be pos slbly Installed. "We desire to take this means ot advising you that in order to secure a credit In rate for a municipal flro alarm system that the rules ot the underwriters call for a telegraph Ore alarm system, such aa the Oamewell or Star. There Is no experience ob talnable with reference to telephone Are alarms for municipal use, and we would not advise the installation of same In your city." The reading of the letter followed the decision of the city council to buy a 1,500 pound bell to be put In the tower in the lire hall. Now, "nestable" means noth ing more or less than "knocked down," a term so simple as to need no further explanation to any man. "Nestable" culvert does not say that Lake county bought "nestable steel" culverts, or "knocked down steel" culverts, and that Klamath county bought "knocked down American In got Iron" culverts. Yet that la the truo explanation of the above table of prices. Judge Worden declares that It was after a comprehensive study of the different materials offered and the needs of the county that the decision waa made to buy Ingot Iron pipe. After reading the said report the court wrote to Beall ft Co., at Port land, Oregon, for an explanation as to whether It had been fooled or been misrepresented to by that firm, and u to whether It were true that Lake county haa been getting better price than Klamath county for the same kind of goods. Under date ot Decem ber 31st, the county court received the following letter from Beall & Co., addressed to tho county Judge, end reading as follews: Dear 8tr Replying to your In quiry for explanation relative to the difference In price ot culvert pur chased by your county and of that purchased by Lake county, wo are enclosing herewith our regular print ed prlco sheet, showing the prlco at which we furnish American Ingot Iron and Steel culvert. "You will notlco that In all cases we have charged you the regular price on American Ingot Iron cul vert, the same price we charge In all cases on this culvert, and further more, all the culverU purchased by iur county was of heavy standard gauge and carries our absolute guar antee as the best culvert on the mar ket today at any price. "If you will compare tho prices charged Lake county with our printed price list, you will find that we charg ed them our regular price for tho Doped Steel culvert, less the regular discount on same, for Lake county did not buy American Ingot Iron cul vert till recently, and only then be cause on the larger sizes of culvert ordered by them we were afraid, to make It out of doped steel, as we v-ere fearful of the usual result in steel culvert of that slxe, namely, rust, which would affect the steel In n year or so, causing It to crush In, resulting In much dissatisfaction and possibly actions for damage that might arise, and on this small lot of. Urge size culvert made out of Amer ileal of competition, which spruiiK up from tho use of a cheap grado or steci nnd we. thinking that wo might have to furnish that grade ot culverts, pur- chased a stock of steel to meet it. This stock laid dead 011 our hands, a up to tho time wo sold this onlor to Lake county we had norer before bold a dollar's worth of It, and our l.rm Issued orders to the salrsinru to clean that stock up and gel It off our bands at any price. "These steel metal mentioned hero do not conflict with our prices In tny way. and wo noer rccognlxed them a competitive features against Amer ican Ingot Iron. At best thoy are only good for from flvo to eight years In ordinary soil, while we absolutely stand back ot American Ingot Iron ns non-rusting, and your county hai trade no mistake cither as to price or tho quality of your culvert, as It will Ihtt a lifetime. "More than 90 per cent of tho coun ties In Oregon, Washington and Idaho are using American Ingot Iron cul verts and aro buying It at tho very same prlco that your county has paid. t may also add that In the more than 7S per cent of the now railroad con struction In tho Northwest American Ingot Iron has been specified us against any other metal. "Your county court has used good Judgment In tho purchaso of this cut vert, for wherever they are put In It 'means absoluto permanency, and the end ot culvert trouble tor all tlmo. "Trusting this letter gives you the information rou desire, wo beg to remain. Yours very truly, "BEALL & CO." Judge Worden then quotes letter received from county Judges of Lane county, Umatilla county, county and Baker county. In communication tho fact la set forth that tho prices paid for culverts wore the same as those paid by Klamath county. In conclusion, In our decision to purchaso American Ingot Iron as against steel culverts, wo had this one problem to solve: Should wu pay $1.29 per foot for a culvert ma terial that would lost a lifetime, or say fifty years, which not this gener ation, but the grandchildren of our children would have to replaco, or should wo pay 80 cents, or a third less, for a culvert material that Its sellers admit will begin rusting with 'In a year or two, and thnt will have to bo replaced, not by tho grand children ot our children, but by our selves, within Ave to eight years. That being our problom, wo solved It as wo have done, by paying tho higher price. If wo were wrong wo must accept and do accept tho crit icism that has been directed against us. Whether that criticism was Justi fied or not, wo as members of tho county court cannot escape the belief that we have acted for the host Inter ests of the taxpayers of Klamath county, present and future.
