the legality ot tho submission of the'
present cnaner, wmen was nuopivu
at the special election on April 23d.
It It claimed that by placing It bo
fore tho people before iha commis
sion charter, that the rights ot the

endum was thwarted. There nre
many people In the city who contend
that tho council had no lojnt rlcht
to thus take advantage of the people
In this manner. If tho present char
ter has been Illegally tubmlttcJ, then
tho election ot yesterday was not
legal and Sanderson would still be
mayor.
It looks like a bad muddle for the
charter, and It probably will not be
straightened out until n supreme
court decision Is had, or until the
legality of the new charter U passed
on by the attorneys of the bond buy-t
era. The buyers who bid jn tho elty
hall bonds have already .isk?d fcr
the proceedings leading up to tho
submission and adoption of the pres
ent charter, and It mav be that an
opinion will bo received from their
attorney.
