And those who know Plnchot know (list ho must be mad clear through when he Indulges In profanity, nut that Is just what he Is doing. Secretary Balllnger Is the man who has aroused Plnchol's wrath, for he has been so bold as to Interfere with tome of the plans of the forester a thing none dared undertake when Theodore Roossvelt was President. It required exceeding nerte for Judge Balllnger to place obstacles In the path of the mighty Plnchot. but Bal llnger baa the reputation of being maa of nerve, so Plnchot has no oc casion for surprise. He might have known that Balllnger would do Just what he has done. Plrahot Loyal to lloatrvcll Plnchot Is loyal to Rooserelt, and the Rooserelt policies. It Is only natural that he should be, for It was his master mind that conceited many ot those policies and It was his word that made them directly Effective. In truth, many of the Rooserelt policies might more properly hare been termed Plnchot policies, for they were born of the mind of Plnchot and merely O. K.d by Rooserelt. And It Is some of these particular Plnchot Rooserelt policies that hare been trampled In the dust by Secretary Balllnger. What Is Plnchot going to do about It? He Is going to light. He. the head of a bureau In the Department of Agriculture, Is going to take up anna against the bead of the Interior Department, though bla antagonist be a superior officer. Such warfare Is contrary to the rules of courtesy, but what Is courtesy when tho Roose relt policies are In danger of sup posed extermination? Nothing to Plnchot. In the very near future Mr. Pln chot will make some active more to counteract the work of Secretary Hal linger. He feels he Is handicapped In a measure while Secretary Wilson remains at the bead of the Agricul tural Department, lor Wilson Is en tirely too sympathetic with Ballln ger. Thertfore, If possible, Plnchot will seek the scalp of Secretary Wil son. Ho will hare many supporters In that more, tor there are many men who "hare It In for" Wilson and would wtflcome an opportunity to pry him loose from the Cabinet, not so much to help Plnchot aa to get Wilson out If Plnchot can get Wilson out of the way and bring about the appoint ment of a new Secretary of Agricul ture who will promise to keep hands off forestry matters, he will then di rect bis attention entirely to Secre tary Balllnger. He would like to force Balllnger out of the Cabinet, too. It he could, for he knows that so long as Balllnger remains. Just so long will there be trouble for the for est service. Taft Dragged In, Too This Pinchot-Balllnger row I sex- ceedlngly annoying, and equally em. barrassing to President Taft. There aro times when he would like to fire both officials and start In with a clean slate, but that Is hardly feasible. The President Is, on the one band, com mitted to a continuance of the Roose relt policies, and, on the ther hand. Is pledged to enforce the law aa It la written, regardleas of persons or In terests. Now, the Rooserelt policies and the law sometimes clash. That Is why there Is trouble between Bal llnger and Plnchot. Balllnger la for the law aa he finds It; Plnchot la for the Rooserelt policies and the law be hanged when It does not coincide with those policies. What Is the poor President going to do? Ultimately, he will be annealed Helping the Town . . . There Is no apparent middle ground of compromise be tween tho Balllnger and the Plnchot contentions. Neither principal Is a compromiser; each Is for what he re gards as right. It may be that Taft can bring about hartnoti), but there are many who doubt It. Ihiih PrlnrliU Angry Plnchut doe not long for the scalp jf Balllnger any more than Balllnger longs for the ilaj when Plnchot will be severed from the government pay roll. In the ch-s of Balllnger, Pln chot is a mischievous, arrogant the orist, not to be trusted with power. In the estlmato of Pluchot, Ilallln ger Is a narrow-minded but obdurate friend of seclal Interests and a dan gerous cntni) uf the people. Neither ran see much good In the other but much that Is harmful to tho country. The only redeeming feature of the Baltlnger-Plnchot fight Is that It Is free from politics. Plnchol's Idea, according to his friends. Is to send out warning to the country that the Roosevelt conserva tion and forestry policies will be ut terly destroyed unleea curb Is placed upon Secretary Balllnger. It Is his opinion that the country at large Is so enthusiastic over the Roosevelt policies that It will not stand for such dictatorial Interfer ence as has been attempted by Sec retary Balllnger, and he hopes to arouse public sentiment to such aa extent that the President will bo forced to rail Balllnger off. Whether this plan Is to be carried out remains to be seen. So far as standing with the Presi dent Is concerned, Plnchot does not hesitate to say that Mr. Taft In dorses the forestry and the conserva tion policies In toto, and approves everything that baa bean done In both directions by Gilford Plnchot. Secretary Balllnger, on the other hand. Is equally positive that the President approves his course, and It Is be who expects to sea Plnchot severely Joltod before many moons. Nobody knows what Is going to come of this row; but whatever may be the ultimate outcome, the attend ant disorder Is growing to such pro portions that It will take months.
